03 Bases for Developing the Proposal for National-Level Ordered Tasks in 2020

On December 3, 2019, the Minister of National Defense officially issued Circular 180/2019/TT-BQP stipulating the order and procedures for proposing and determining science and technology tasks for ordering within the Ministry of National Defense.

To be specific, Article 4 of Circular 180/2019/TT-BQP stipulates the development of proposals for national-level tasks within the Ministry of National Defense based on the following grounds:

- Strategies for socio-economic development; Strategy to protect the Fatherland in the new situation; Military Strategy; Defense Strategy; Strategy to protect the Fatherland in cyberspace; Strategy for science and technology development; orientations, goals, and tasks of science and technology of the Ministry of National Defense for each period.- Guidelines, policies, and directives from the Central Military Commission and the Ministry of National Defense regarding military and defense in service of building and protecting the Fatherland.- Important scientific and technological issues aimed at addressing urgent requirements for military and defense serving tasks of training, building units, combat readiness, science and technology development, disaster prevention, disease control, environmental pollution or special tasks arising as required by the Communist Party and State leadership.

Furthermore, this Circular stipulates that the development of proposals for assigned tasks must adhere to the following principles:

  1. There must be sufficient grounds for the urgency, and the product created must be of significant importance to the development of the Nation and the Army.

  2. Proposals for national-level tasks, determining tasks for the Ministry of National Defense must be approved by a consulting council that reviews and evaluates objectively and honestly based on scientific and practical foundations.

  3. Proposals for assigned tasks must propose an estimated time frame appropriate to each type of task.

  4. Assigned tasks must have at least one agency or unit committed to applying the research results. The applying agency or unit must have sufficient capacity to effectively receive and implement the research products.
