1. Who are market controller?

According to Clause 1 and Article 7 of Circular 02/2022/TT-BCT, a market controllers are civil servant with the basic professional qualifications of the market management force, responsible for advising, building, and organizing the implementation of policies and laws on market management; directly carrying out specialized inspection activities; and examining and handling administrative violations in accordance with law.

2. Standards for market controllers in Vietnam 

2.1. General standards regarding political, moral, and lifestyle qualifications in Vietnam

Specifically, in Article 4 of Circular 02/2022/TT-BCT general standards on the political qualities, ethics, and lifestyle of market controllers are prescribed as follows:

- Having a strong political opinion and courage consistent with Marxism-Leninism and Ho Chi Minh's thought; firmly grasping the party's guidelines, lines, and regulations as well as the state's policies and laws; being loyal to the fatherland and abiding by the Constitution of the Socialist Republic of Vietnam; and protecting the nation's, people's, and people's interests.

- Fully fulfilling civil servants' legal obligations; complying with the law; maintaining discipline and administrative discipline; following superiors' task assignments; and modeling the implementation of the agency's internal rules and regulations.

- Dedication, responsibility, integrity, honesty, objectivity, fairness, and exemplary conduct in performing official duties; politeness, culture, and standards in communicating with and serving the people.

- Having a healthy, modest, and united lifestyle and activities; needing thrift, integrity, righteousness, justice, and impartiality; not taking advantage of public affairs to seek personal benefits; and avoiding bureaucracy, corruption, wastefulness, and negativity.

- Regularly having a sense of learning and training to improve political qualities, lifestyle ethics, public service ethics, qualifications, and capacity.

2.2. Standards regarding professional capacity in Vietnam

Regarding professional capacity, market controllers must meet the following standards:

- Thoroughly understanding the party's policies and laws, as well as state and local regulations on market management and related fields.

- Mastering professional knowledge of market management; firmly grasping the objectives, management objects, working regulations, and working relationships of the market management force with relevant organizations and individuals;

- Being capable of participating in the formulation and guidance of regimes, policies, and regulations on state management for the market management force; capable of synthesizing, participating in research for management, and processing management information;

- Having ability to create plans and different types of administrative documents; the use of forms in inspection; the handling of administrative violations; and the implementation of professional measures by the market management force;

- Having ability to inspect, examine, and control the market, as well as organize and coordinate with relevant units and individuals;ability to organize independent or group work; have experience drafting documents and presenting issues on which to advise and propose;

- Having basic information technology skills, using foreign languages, or using ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.

2.3. Standards regarding training and retraining in Vietnam

Standards regarding training and retraining of market controllers are specified in Clause 4, Article 7 of Circular 02/2022/TT-BCT, specifically as follows:

- Having a university degree or higher in a major relevant to the market management force's field of operation;

- Civil servants with the rank of specialist or equivalent must have a certificate of state management knowledge training.
