On April 8, 2024, the Minister of Justice of Vietnam issued Decision 583/QD-BTP on the issuance of the Plan for the formation of the Scheme for "Renovation and improvement of the effectiveness of the organization of the implementation of the law in the period 2025–2030" (hereinafter referred to as the Scheme).

The Scheme includes the following contents:

1. Establishing the Scheme Drafting Team

- Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

- Coordinating units: Relevant ministries, departments, agencies, organizations, and individuals.

- Time: March 2024.

- Product: Decision on the establishment of the Drafting Team.

2. Reviewing legislative documents and related materials on the organization of the implementation of the law in Vietnam 

- Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

- Coordinating units: Relevant ministries, departments, agencies, organizations, and individuals.

- Time: April 2024.

- Product, result: Review report.

3. Drafting the Decision and the Scheme

- Draft 1

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; Relevant ministries, departments, agencies, organizations, and individuals.

+ Time (estimated): Completed in May 2024, organizing the opinions of the Drafting Team and relevant functional units.

+ Product, result: completed Draft 1 of the Decision and Draft 1 of the Scheme.

- Draft 2

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; relevant ministries, departments, agencies, organizations, and individuals.

+ Time (estimated): Completed in June 2024 (before seeking opinions from the Party Central Committee of the Ministry of Justice).

+ Product, result: completed Draft 2 of the Decision and draft 2 of the Scheme.

- Draft 3

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; Relevant ministries, departments, agencies, organizations, and individuals.

+ Time (estimated): Completed in July 2024 (after seeking opinions from the Party Central Committee of the Ministry of Justice).

+ Product, result: completed Draft 3 of the Decision and draft 3 of the Scheme.

- Draft 4

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; Relevant ministries, departments, agencies, organizations, and individuals.

+ Time (estimated): Completed in September 2024 (after obtaining opinions from ministries, departments, and localities).

+ Product, result: completed Draft 4 of the Decision and draft 4 of the Scheme.

4. Organizing meetings, obtaining written opinions from members of the Drafting Team, and relevant agencies and units

- Meeting to gather opinions on major orientations for the construction of the Scheme (1st time)

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; relevant ministries, departments, localities, and agencies, organizations, and individuals.

+ Time (estimated): April 2024.

+ Product: Meeting report or minutes; completed and revised drafts, documents.

- Meeting to gather opinions on the main contents, draft of the Scheme (2nd time)

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; relevant ministries, departments, localities, agencies, organizations, and individuals.

+ Time (estimated): May 2024.

+ Product: Meeting report or minutes; completed and revised drafts, documents.

- Meeting of the Drafting Team to gather opinions on the draft of the Scheme (3rd time)

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; relevant ministries, departments, localities, agencies, organizations, and individuals.

+ Time (estimated): End of May 2024.

+ Product: Meeting report or minutes; completed and revised drafts, documents.

- Subsequent meetings of the Drafting Team to gather opinions on the draft of the Scheme

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; relevant ministries, departments, localities, agencies, organizations, and individuals.

+ Time: Organize meetings as required by practical needs.

d) Product: Meeting report or minutes; completed and revised drafts, documents.

- Obtaining written opinions from members of the Drafting Team on the draft of the Scheme

+ Leading unit: Department of Administrative Violations Management and Law Enforcement Monitoring.

+ Coordinating units: Members of the Drafting Team; relevant ministries, departments, localities, agencies, organizations, and individuals.

+ Time: Obtain opinions as required by practical needs.

+ Product: Written opinions from units, organizations, or individuals.
