The Ministry of Finance of Vietnam issued Decision 837/QD-BTC on April 15, 2024, regarding the issuance of the Digital Transformation Plan of the Ministry of Finance in 2024.

Continue to effectively implement the approved tasks and solutions stated in Decision 1484/QD-BTC dated July 27, 2022, approving the Digital Transformation Plan of the Ministry of Finance until 2025, aiming towards 2030, including: (1) Disseminating and popularizing the Party's and State's policies on digital transformation; (2) Improving policy mechanisms; (3) Implementing specific programs and tasks to serve the digital transformation of the Ministry of Finance. Additionally, some requirements are added following the guidance of the Ministry of Information and Communications, specifically:

(1) Digital awareness

Organizing conferences and seminars with the participation of agencies, organizations, and digital service providers to exchange and share practices in enhancing digital awareness, implementing the digital transformation of the Ministry of Finance, and promoting activities to raise awareness of digital transformation.

Enhancing international cooperation, exchanging and sharing experiences in implementing digital transformation with the Ministry of Finance of countries that have experience worldwide.

(2) Digital governance

Continuously issuing timely mechanisms and policies that create favorable conditions for rapid and sustainable digital transformation, particularly digital transformation policies for administrative reforms in the financial sector.

(3) Digital infrastructure

Effectively utilizing the Ministry of Finance's data center to meet the needs of units under the Ministry.

(4) Digital data

- Continuing to build a national financial database, including coordination plans with ministries, sectors, and localities in establishing, managing, updating, sharing, and exploiting "accurate, sufficient, clean, and live" data, "transparent, comprehensive" data on a national scale.

- Establishing and expanding the open data of the Ministry of Finance for citizens and businesses.

(5) Digital platforms

Building platforms for digital customs, digital ports, and digital taxation.

(6) Digital workforce

Continuing to provide training and skills development in digital literacy for officials and public employees in the financial sector, including approving plans for training and skills development in digital literacy for officials, public employees, and workers before March 30 each year, as well as organizing basic training on digital transformation and ensuring the output standards for big data for trainees and students at training institutions and universities under the Ministry.

Attracting, recruiting, and training digital transformation personnel for state agencies or hiring consultants and experts to carry out digital transformation tasks in state agencies as regulated by law.

Enhancing exchanges, surveys, and learning experiences domestically and internationally in digital transformation.

(7) Cybersecurity

Ensuring cybersecurity tasks, including activities such as completing classification, identification, and approval of proposals for the level of information system security and ensuring information system security plans at appropriate levels according to legal regulations and national standards on information system security by level; fully implementing information system security plans for different information systems; implementing activities to enhance information security capacity (training, raising awareness, and capacity building in cybersecurity; organizing cybersecurity exercises)...

(8) Digital government

Updating and improving the Comprehensive Architecture towards the Ministry of Finance (Decision No. 2366/QD-BTC dated December 30, 2020) to ensure compliance with the e-Government Architecture 3.0 Framework of the Ministry of Information and Communications.

(9) Digital economy

Effectively implementing the e-invoice platform, building and deploying the digital customs and digital port platforms, and creating favorable conditions for citizens and businesses to participate in interactions and use services of the Ministry of Finance.

(10) Digital society

Promoting the deployment of applications and services on mobile platforms for core business activities, activities serving citizens and businesses of the Ministry of Finance, with the goal of reducing administrative procedures and enhancing user experience in participating in interactions and using services of the Ministry of Finance.
