Regarding this matter, LawNet would like to answer as follows:
Below is one of the specific tasks in the field of environment mentioned in Decision 1075/QD-BTNMT dated April 22, 2024, on the implementation plan of Resolution 109/2023/QH15 on the continued implementation of certain Resolutions of the XIV National Assembly and from the beginning of the XV term to the end of the 4th session on specialized supervision, question and answer sessions conducted by the Minister of Natural Resources and Environment.
Specifically, the specific tasks in the field of environment in Vietnam as stated by the Ministry of Natural Resources and Environment in the implementation plan of Resolution 109/2023/QH15 are as follows:
(1) Organize the strict and effective implementation of the Law on Environmental Protection.
- Implementation time: regularly.
- Implementing units: Department of Environment, Department of Environmental Pollution Control, Department of Natural Conservation and Biodiversity, and related units.
- Quantities, targets and implementation activities: (1) Disseminate, promote, train, and provide guidance on the regulations of environmental protection laws to organizations and individuals responsible for enforcing environmental protection laws; (2) Submit to competent authorities for issuance or issue according to authority; supervise, guide local authorities in issuing documents and regulations to guide and implement the Law on Environmental Protection and the detailed implementing regulations; (3) Monitor the enforcement of laws; inspect, check, and handle violations of environmental protection regulations.
(2) Complete the national environmental protection planning for the period of 2021 - 2030, with a vision to 2050.
- Implementation time: 2024.
- Implementing unit: The Department of Environment directs and coordinates with the Department of Environmental Pollution Control and the Natural Conservation and Biodiversity Department.
- Quantities, targets and implementation activities: submit the national environmental protection planning for the period of 2021–2030, with a vision to 2050, to the Prime Minister for approval in 2024.
(3) Issue national standards on environment.
- Implementation time: 2024-2026.
- Implementing unit: Department of Environmental Pollution Control directs and coordinates with theDepartment of Environment and Department of Science and Technology.
- Quantities, targets and implementation activities:
(1) Issue Standards on imported scrap as raw materials for production; industrial emissions; industrial wastewater; livestock wastewater; domestic wastewater and urban wastewater;
(2) Issue National technical standards on environmental emissions limits for circulating motor vehicles;
(3) Issue National technical standards on limits of persistent organic pollutants in raw materials, products, goods, and equipment;
(4) Issue National technical standards on noise; vibration; Technical standards on sediment quality;
(5) Issue National technical standards on incineration of domestic solid waste;
(6) Issue National technical standards on landfilling of solid waste;
(7) Issue National technical standards on dismantling of used ships;
(8) Issue National environmental technical standards on limits of persistent pollutants in raw materials, products, goods, and equipment (expected to select some industries/fields from the following areas: plastics, textiles, electrical-electronics, fire-retardant coatings, electroplating, paint, rubber, paper/food packaging, insulation materials...).
(4) Implement measures for waste classification at the source, waste treatment, waste reduction, reuse, recycling, and landfill reduction.
- Implementation time: 2024–2025.
- Implementing unit: The Department of Environmental Pollution Control directs and coordinates with the Department of Environment and related units.
- Quantities, targets and implementation activities:
(1) Submit regulations, economic-technical norms, and legal normative documents to implement waste classification at the source, waste treatment, waste reduction, reuse, recycling, and landfill reduction;
(2) Monitor, summarize, report, inspect, and urge local authorities to issue regulations within their jurisdiction to implement waste classification at the source, waste treatment, waste reduction, reuse, recycling, and landfill reduction.
(5) Urgently issue the economic-technical norms for waste classification at the source, collection, transportation, and treatment of domestic waste.
- Implementation time: 2024.
- Implementing unit: Department of Environmental Pollution Control in coordination with theDepartment of Environment and related units.
- Quantities, targets and implementation activities: economic-technical norms for waste classification at the source, collection, transportation, and treatment of domestic waste are issued.
(6) Enhance the effectiveness of environmental monitoring activities.
- Implementation time: 2024–2025.
- Implementing unit: The Department of Environmental Pollution Control directs and coordinates with the Department of Environment, the Department of Science and Technology, and related units.
- Quantities, targets and implementation activities: (1) Propose the development and implementation of a plan to enhance the effectiveness of environmental monitoring activities; (2) Submit to the Prime Minister for approval the overall national environmental monitoring plan for the period 2021–2030, with a vision to 2050.
(7) Propose policies, prioritize resources, and develop and implement solutions to address environmental pollution, especially waste and wastewater issues, pollution in craft villages, industrial clusters, river basins, and irrigation systems.
- Implementation time: 2024–2025.
- Implementing unit: The Department of Environmental Pollution Control, Water Resources Management Department, directs and coordinates with related units.
- Quantities, targets and implementation activities:
(1) Develop, submit for approval by competent authorities, and implement the national target program for preventing and remedying environmental pollution in river basins;
(2) Conduct carrying capacity assessment and develop water quality management plans for the Cau, Nhue - Day, Vu Gia - Thu Bon, Dong Nai, Cai - Ninh Hoa rivers.
