Vietnam: Allowances for medical staff and volunteers to support the fight against COVID-19

The Ministry of Health of Vietnam issued Official Dispatch 6401/BYT/KHTC on guiding the implementation of the payment regime for health workers and volunteers to support provinces in fighting the COVID-19 epidemic.

The allowance regime for medical staff and volunteers supporting the fight against the epidemic is guided as follows:

* Objects and recovery mode:

(1) Cadres, civil servants, public employees, and health workers at public health facilities, agencies under and directly under the Ministry of Health, ministries, branches, and localities managed to mobilize to participate in supporting the prevention and control of COVID-19 in the provinces and centrally-run cities according to the decision of the competent authority:

Enjoy the benefits as prescribed in Article 2 of the Government of Vietnam's Resolution 16/NQ-CP dated February 8, 2021 on medical expenses, medical examination and treatment, and a number of specific regimes in the prevention and control of the COVID-19 epidemic.

(2) Students, students, and students from universities, colleges, and intermediate schools of health majors volunteer to be sent to support the prevention and control of COVID-19 in the provinces and centrally-run cities according to the decision of the competent authority:

- To be entitled to 300,000 VND/person/day when performing the tasks specified in Clause 1, Article 2 of Resolution 16/NQ-CP; entitled to 200,000 VND/person/day when performing the tasks specified in Clause 2, Article 2 of Resolution 16/NQ-CP.

- Enjoy 120,000 VND/person/day, including 80,000 VND for meals (according to the level specified in Clause 1, Article 2 of Resolution 16/NQ-CP) and 40,000 VND for living expenses (according to the level specified in Point b, Clause 1, Article 1 of Resolution 16/NQ-CP).

(3) People with medical expertise who do not receive salaries from the state budget volunteer to participate and are sent to support COVID-19 epidemic prevention and control in provinces and centrally run cities under the decisions of competent agencies.

- To be entitled to 300,000 VND/person/day when performing the tasks specified in Clause 1, Article 2 of Resolution 16/NQ-CP; entitled to 200,000 VND/person/day when performing the tasks specified in Clause 2, Article 2 of Resolution 16/NQ-CP.

- To receive 120,000 VND/person/day, including 80,000 VND for meals (according to the level specified in Clause 1, Article 2 of Vietnam's Resolution 16/NQ-CP) and 40,000 VND for living expenses (according to the level specified in Point b, Clause 1, Article 1 of Vietnam's Resolution 16/NQ-CP).

Note: In the event that a participant in epidemic prevention and control is entitled to many levels of anti-epidemic allowances for Vietnam's Resolution 16/NQ-CP and Resolution 58/NQ-CP, they are entitled to the highest level of anti-epidemic allowance.

* The number of days to enjoy is calculated according to the actual number of days of participating in the anti-epidemic as assigned by the competent authority, including holidays, public holidays, and Tet (excluding travel time).

* Time of application:

- The subjects specified in (1) at the time of application shall comply with Resolution 37/NQ-CP dated March 29, 2020 and Resolution 16/NQ-CP dated February 8, 2021 of the Government of Vietnam (replacing Vietnam's Resolution No. 37/NQ-CP).

- The subjects specified in (2, 3) are subject to the time of application from January 1, 2021.
