Recently, the Ministry of Home Affairs of Vietnam issued Decision 1065/QD-BNV announcing 04 administrative procedures for official recruitment by examination and admission in Vietnam. In this Decision, the Ministry of Home Affairs outlines 06 steps in the procedures for official recruitment by examination.

Decision 1065/QD-BNV guides the sequence of carrying out the procedures for official recruitment by examination via 6 steps as follows:
Step 1. Announce official recruitment and receive the Registration Form (Article 13 Decree 138/2020/ND-CP)
- The official recruiting authority must:
+ Publicly announce the recruitment at least once through one of the following mass media: printed newspapers, electronic newspapers, radio, television;
+ Simultaneously post on the electronic information page or electronic information gateway and
+ Publicly post at the headquarters of the recruiting authority.
- The recruitment announcement includes:
- The number of official positions to be recruited for each job position;
- The number of job positions to be tested or reviewed;
- Standards and conditions for registration for recruitment;
- The deadline, address, and place to receive the Registration Form, the phone number (mobile or fixed) of the person or department assigned to receive the Registration Form;
- The form and content of the examination for recruitment or review; the time and place of the test or review.
Note: Changes to the recruitment announcement are only allowed before the recruitment opening date and must still be made public according to regulations.
Step 2. Organize the examination for recruitment
According to Decision 1065/QD-BNV, the official examination for recruitment is conducted in 2 test rounds as follows:
Round 1: General knowledge and competency test
- Test format: Computer-based multiple-choice test.
However, in case the official recruiting authority cannot organize computer-based tests, paper-based multiple-choice tests will be conducted.
Note: In case of computer-based testing, the multiple-choice test content will not include the computer proficiency test.
- The test content includes 3 parts, the Time for taking the paper is as follows:
- Part I: General knowledge, 60 questions about the political system, organizational structure of the Communist Party, State, political-social organizations; state administrative management; officials, public service, and other knowledge to assess competence. Time for taking paper: 60 minutes;
- Part II: Foreign language, 30 questions based on the job position requirements in one of five languages: English, Russian, French, German, Chinese, or other foreign languages as decided by the head of the official recruiting authority. Time for taking paper: 30 minutes;
- Part III: Computer skills, 30 questions based on the job position requirements. Time for taking paper: 30 minutes.
** Foreign language paper is exempt in the following cases:
- Holders of graduation degrees in foreign languages at the same or higher educational level as required for the job position;
- Holders of graduation degrees at the same or higher educational level as required for the job position from foreign educational institutions recognized in Vietnam as per regulations.
- Holders of ethnic minority language certificates or ethnic minority individuals, in cases of recruitment to official positions in ethnic minority areas.
- Computer proficiency paper is exempt for holders of intermediate or higher graduation degrees in computer-related fields or information technology;
- Round 1 test results are determined based on the number of correct answers for each test part specified in point b of this clause. Candidates scoring at least 50% correct answers for each test part will proceed to Round 2.
Round 2: Specialized paper
- Test format: Depending on the nature, characteristics, and requirements of the job position, the head of the official recruiting authority decides one of three forms: Interview; written test; combination of interview and written test.
- Test content: Assess knowledge about the Party's guidelines, policies, laws in the recruitment sector; and the public service execution skills required for the job position.
Note: The specialized paper content must be based on the official job description and professional standards, and must be appropriate for the job position requirements. In the same examination for recruitment, if there are job positions with different professional requirements, the official recruiting authority must create different specialized paper questions corresponding to the job position requirements.
- Time for taking paper: 30 minutes for the interview (candidates have up to 15 minutes for preparation); 180 minutes for the written test (excluding the time to copy the questions). In the case of a combination of interview and written test, the interview and written Time for taking papers follow the regulations in this clause.
- Scoring scale (for interview, written test): 100 points. In case of a combination of interview and written test, the ratio of interview and written test points is decided by the Chairman of the Exam Council but must ensure a total of 100 points.
Note: In case the official management authority requires higher standards for the content, form, and duration of the Round 2 test, it must coordinate with the Ministry of Home Affairs before implementation.
Step 3. Determine successful candidates in the official examination for recruitment (Article 9 Decree 138/2020/ND-CP)
- Successful candidates in the official examination for recruitment must meet the following conditions:
- Score at least 50 points in the Round 2 test. In case of a combination of interview and written test, candidates must take both the interview and written test;- The Round 2 test results plus any priority points (if applicable) must be higher, ranked from highest to lowest within the recruitment quota for each job position.
- In case of two or more candidates having equal total scores as per point b clause 1 of this Article for the final position of the job, the candidate with the higher Round 2 score is the successful one; if still not determined, the head of the official recruiting authority will decide the successful candidate.
Note: Unsuccessful candidates do not retain their test results for future recruitment exams.
** Priority subjects and points in official recruitment:
- Heroes of the Armed Forces, Labor Heroes, invalids, those entitled to invalid policies, category B invalids: Add 7.5 points to the Round 2 result;
- Ethnic minorities, military or police officers, professional soldiers, demobilized cryptographic officers, graduates of reserve officer training, graduates of the Commanders of the Commune Military Command cadre training program who have been conferred reserve officer ranks and registered for reserve officer ranks, children of martyrs, invalids, sick soldiers, those entitled to invalid policies, category B invalids, children of those involved in the resistance war affected by toxic chemicals, children of Heroes of the Armed Forces, Heroes of Labor: Add 5 points to the Round 2 result;
- Those who have completed military service, police service, or youth volunteer duties: Add 2.5 points to the Round 2 result.
Step 4. Announce the official recruitment results (Article 15 Decree 138/2020/ND-CP)
- After completing the Round 2 grading as specified in Article 14 Decree 138/2020/ND-CP, within 5 working days, the Recruitment Council must report to the head of the official recruiting authority for approval of the results.
- Within 10 days from the date of approval decision, the Recruitment Council must publicly announce on the electronic information page or electronic information gateway of the official recruiting authority and send the recruitment result notification in writing to the candidates according to the registered address. The notification must clearly state the time limit for successful candidates to complete the recruitment dossier at the recruiting authority.
Step 5. Complete the recruitment dossier of successful candidates (Article 16 Decree 138/2020/ND-CP):
Within 30 days from the date of receiving the recruitment result notification, successful candidates must come to the official recruiting authority to complete the recruitment dossier. The dossier includes:
- Copies of diplomas, certificates as required for the job position, priority certification (if any);
- If the successful candidate has a professional degree that meets the foreign language or computer proficiency requirements corresponding to the job position, there is no need to submit foreign language or computer certificates.
- If the successful candidate is exempt from the foreign language or computer test as per clause 1 Article 8 Decree 138/2020/ND-CP, there is no need to submit foreign language or computer certificates.- Criminal record certificate issued by the competent authority.
Note:
- If the successful candidate does not complete the recruitment dossier as regulated or commits fraud in declaring the Registration Form or is found to use non-conforming degrees, certificates, or certifications for recruitment, the head of the official recruiting authority decides to cancel the recruitment result.
- If the registration candidate commits fraud in declaring the Registration Form or uses non-conforming degrees, certificates, or certifications for recruitment, the official recruiting authority announces publicly on their electronic information page or electronic information gateway and does not accept the Registration Form in the next recruitment exam.
Step 6. Recruitment decision and job acceptance (Article 17 Decree 138/2020/ND-CP):
- Within 15 days from the date the successful candidate completes the recruitment dossier, the head of the official recruiting authority will make the recruitment decision and send it to the successful candidate at the registered address.
- Within 30 days from the date of receiving the recruitment decision, the recruited official must come to the organization to take the job, except where the recruitment decision specifies another time limit or is agreed to a postponement by the official recruiting authority.
- If the recruited official does not take the job within the regulated time limit, the head of the official recruiting authority cancels the recruitment decision.
- The head of the official recruiting authority reviews and decides the recruitment of the next candidate with the nearest lower recruitment result to replace the canceled candidate as per clause 2 Article 16 Decree 138/2020/ND-CP or the case of non-job acceptance within the stipulated time limit.
Note: In case there are two or more candidates with the next nearest lower recruitment result, the head of the official recruiting authority decides the successful candidate based on the higher Round 2 score. If still not determined, the head of the official recruiting authority decides the successful candidate (as per clause 2 Article 9 Decree 138/2020/ND-CP).
