Recently, the Supreme People's Procuracy issued Plan 81/KH-VKSTC regulations on the organization of the primary, intermediate and senior procurators' examination and selection, in 2022 in Vietnam.

According to this Plan, the conditions and criteria for primary-level, intermediate-level and senior-level procurators' registration and examination in 2022 are as follows:
Terms of registering for Vietnamese procurators' entrance exam at all levels in 2022
* For high-level procurators
Ensure the conditions and criteria for appointment of senior-level procurators as prescribed in Article 75 and Clause 1, Article 79 of the Law on Organization of People's Procuracy 2014.
(Having worked as an intermediate-level procurator for at least 5 years).
In case of failing to meet the criteria specified at Point a, Clause 1, Article 79 of the Law on Organization of People's Procuracy in 2014 but having a legal working time of 15 years or more in Vietnam, as of December 31, 2022 (Clause 2, Article 79 of the Law on Organization of People's Procuracy in 2014), holding the quota:
+ Intermediate-level procurators, intermediate-level investigators, and main examiners who are allowed to participate in the competition must keep the salary coefficient of 4.74 or higher in order to participate in the competition;
+ Holding a diploma in political theory or a bachelor's degree in political theory; In case the judicial title has not been held, he/she must be a senior leader or equivalent in Vietnam.
* For intermediate-level procurators
- Ensure the conditions and criteria for appointment of intermediate-level procurators as prescribed in Article 75 and Clause 1, Article 78 of the Law on Organization of People's Procuracy 2014.
( Having worked as a primary-level procurator for at least 5 years).
In case of failing to meet the criteria specified at Point a, Clause 1, Article 78 of the Law on Organization of People's Procuracy 2014 above but having a legal working time of 10 years or more, as of December 31, 2022 (Clause 2, Article 78 of the Law on Organization of People's Procuracy 2014), holding the quota:
+ Primary-level procurators;
+ Primary-level investigators;
+ Principal inspector;
+ Inspector
- Member of the Communist Party of Vietnam;
In case the judicial title has not yet been held, he/she must be the leader of the level of office or equivalent.
* For primary-level procurators
Ensure the conditions and criteria for appointment of primary-level procurators as prescribed in Article 75 and Article 77 of the Law on Organization of People's Procuracy 2014.
To be evaluated by agencies and units in the continuous working process in the previous 03 years (2019, 2020, 2021) in Vietnam to complete the task or more, in case in the previous three years there is 01 year to complete the task or not complete the task, there must be at least 01 year to achieve the title of grassroots emulation fighter or more; to be considered by the collective leaders and the committees of the agencies and units where the candidates work to agree and unify the candidates registered to participate in the competition.
In addition to the conditions for all levels of procurators in Vietnam, the participants must meet the following conditions, including:
- Gaining more than 50% of the votes of the procuracy committee agreeing to introduce entries;
- Be authorized or the administration of the establishment where the applicant resides regularly (12 months or more) to make good comments on the law observance by the applicant and his/her family at the place of residence;
- Not during the period under review or subject to disciplinary enforcement;
- Having physically healthy to complete the mission.
- Having full personal files and resumes certified by competent agencies, ensuring political standards and ethical qualities as prescribed.
