1. Who is Senior Accountant?
According to Clause 1, Article 5 of Circular 29/2022/TT-BTC, senior accountants are civil servants with the highest professional qualifications in the field of accounting, arranged for leadership positions at Departmental and equivalent levels in ministries, branches, agencies, and central units, performing the management function on accounting work, assisting the unit leaders in directing, operating, and managing the organization and implementation of the accounting professional system.
2. Standards of senior accountants in Vietnam
2.1. Common standards of quality in Vietnam
Specifically, in Article 4 of Circular 29/2022/TT-BTC, the general standards for the quality of senior accountants are specified as follows:
- Firmly grasping the Party's guidelines and lines; staying loyal to the Fatherland, Party and State; protecting the interests of the Fatherland and the people.
- Fully fulfilling the obligations of civil servants in accordance with the law; seriously complying with the assignment of tasks by superiors; compliance with law, discipline, and administrative order; exemplary implementation of the agency's rules and regulations.
- Having dedication, responsibility, integrity, honesty, objectivity, fairness; have a proper attitude and behave culturally in performing tasks and public duties, standards in communication and serving the people;
- Having a healthy, modest, and united lifestyle and activities; needing thrift, integrity, righteousness, justice, and impartiality; not taking advantage of public affairs to seek personal benefits; avoiding bureaucracy, corruption, wastefulness, and negativity.
- Regularly have a sense of learning and training to improve quality, qualifications, and capacity.
2.2. Specific standards of senior accountants in Vietnam
(1) Standards of professional and professional competence
- Firmly grasping the party's guidelines, lines, and policies, as well as state laws; mastering the government's administrative management, administrative reform, and socioeconomic development strategies; branches and fields; organizational structure of the unit; and accounting law regulations;
- Understanding and adhering to accounting law, accounting standards, state financial and accounting regimes, international laws related to industry, field, and specific accounting regimes applied in branches and fields;
- Being capable of proposing, advising on policy making, presiding over the development of laws, ordinances and projects related to accounting and submitting them to competent authorities for consideration and decision;
- Having extensive expertise in the theory and practice of accounting, methods and development trends of domestic and international accounting and auditing work;
- Being capable of doing scientific research and organizing and directing the application of modern technical advances to improve the accounting management system;
- Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.
(2) Standards of training and retraining qualifications
- Having a university degree or higher in accounting, auditing or finance;
- Having an advanced diploma in political theory or an advanced political-administrative theory or a certificate of equivalent advanced level of political theory from a competent authority;
- Having a certificate of state management knowledge and skills training for civil servants with the rank of senior expert or equivalent, or a master's degree in political-administrative theory.
