On May 7, 2020, the Ministry of Home Affairs issued Official Dispatch 2320/BNV-CCVC regarding the organization of the examination for promotion from the senior specialist rank to the principal specialist rank in 2020 within state agencies and state public service providers.

Officials registering for the 2020 promotion examination to senior specialist must meet the following criteria and conditions:
- Evaluated and classified as having completed tasks well in 2019; possessing good political, ethical qualities; not under disciplinary action or under review for disciplinary action by the competent authority;
- Currently holding the position of main specialist (code 01.002) and having the capacity, professional level, qualifications to assume a job position equivalent to that of a senior specialist (code 01.001);
- Meeting the requirements for diplomas, certificates, theses, projects, and other requirements regarding the professional standards of the senior specialist grade following the regulations in Circular 11/2014/TT-BNV as amended and supplemented by Circular 05/2017/TT-BNV.
In cases where officials have diplomas or certificates that exempt them from the foreign language exam in the official promotion exam stipulated in Clause 16, Article 1 of Decree 161/2018/ND-CP or have a commitment to using a foreign language at a level equivalent to level 4 of the Vietnamese foreign language proficiency framework, verified in writing by the head of the agency employing the officials, they are considered to meet the foreign language proficiency standards to sit for the senior specialist promotion exam.
- Must have held the position of main specialist or equivalent for at least 06 years, including at least 01 year (12 full months) in the position of main specialist, up to the deadline for submitting the application to sit for the promotion exam.
In cases where officials had been appointed to the position of main specialist and had time-based salary scales according to professional titles in public service providers, state enterprise salary scales, or officer rank salaries, and this period is counted as the basis for salary grading in the main specialist position, such period will be considered equivalent to the time held in the main specialist position for the senior specialist promotion exam.
According to this Official Dispatch, based on the number of officials meeting the standards and conditions nominated by ministries, sectors, and localities, the Ministry of Home Affairs will announce the promotion quota to senior specialist in 2020 for ministries, sectors, and localities ensuring a competition rate of about 10% and ensuring a minimum surplus of 01 person, except in cases where only 01 person is sitting for the exam.
