Simplification of Procedures in Recruitment and Rank Promotion for Officials and Public Employees

To be specific, according to this Plan, the Civil Servant - Public Employee Department will be in charge of developing a Decree on the recruitment, use, and management of officials and completing, submitting to the Government of Vietnam the Draft Report and Draft Decree on March 15, 2020. This Decree will:

- Replace Decree 24/2010/ND-CP; Decree 93/2010/ND-CP amending some provisions of Decree 24/2010/ND-CP; Decree 06/2010/ND-CP and related regulations in Decree 161/2018/ND-CP;

- Codify the regulations in the circulars guiding the implementation of the above decrees (07 circulars);

- Detail Clauses 5, 6, 9, 10, 18 Article 1 of the Law on amendments and supplements;

- Review and regulate to ensure the reduction of regulations on foreign language and informatics certificates in the recruitment and promotion conditions of officials;

- Reform and simplify administrative procedures in recruitment and promotion;

- Review and supplement regulations on appointment, reappointment, rotation, resignation, dismissal, and removal from positions of leading and managing officials to ensure compliance with the new regulations of the Communist Party on personnel work;

- Elaborate on preferential policies for ethnic minorities.

At the same time, the Civil Servant - Public Employee Department will also lead the development of a Decree on the recruitment, use, and management of public employees. This Decree will replace Decree 29/2012/ND-CP, related regulations in Decree 161/2018/ND-CP; codify the regulations in the circulars guiding the implementation of the above decrees (05 circulars); Detail Clause 2 Article 2 of the Law on cadres, officials and the Law on Public Employees amended; review and regulate to ensure the reduction of regulations on foreign language and informatics certificates in the recruitment and professional title promotion of public employees; reform and simplify administrative procedures in recruitment and promotion; detail preferential policies for ethnic minorities.

According to the schedule, the Civil Servant - Public Employee Department will complete and submit to the Government of Vietnam the Draft Report and Draft Decree by April 15, 2020.
