Resolution 34/2021/QH15 of Vietnam: Officially deferring salary reform

The National Assembly of Vietnam has decided to defer the implementation of salary policy reform for officials and public employees (previously, at Resolution 23/2021/QH15 clearly states that salary reform will be implemented from July 1, 2022).

This is the content of Resolution 34/2021/QH15 of Vietnam on the state budget estimate in 2022.

Specifically, deferring the implementation of salary policy reform specified in Clause 3, Article 4 of the National Assembly's Resolution 23/2021/QH15; prioritizing pension adjustment for people who retire before 1995.

3. Concentrate resources to implement wage reforms as from July 1, 2022..."

Thus, instead of implementing wage reform from July 1, 2022, the National Assembly of Vietnam decided to delay the implementation of salary policy reform for officials.

In addition, Resolution 34/2021 also clearly states that the regulations on creating sources of salary policy reform will continue to be implemented in order to accumulate resources to implement wage policy reform at an appropriate time.

Allowing to continue to exclude some revenues when calculating the increase in local budget revenue compared with the estimate for salary policy reform, including:

- Collecting one-time land rent advanced by investors for compensation and ground clearance and collected from handling public property at agencies, organizations and units decided to use by competent authorities to pay investment expenses in accordance with regulations;

- Collect money to protect and develop rice land;

- Entrance fees to monuments and world heritage sites;

- Fees for using infrastructure works, service works and public utilities in the border gate area;

- Environmental protection fee for mineral exploitation;

- Environmental protection fee for wastewater;

- Collecting from the public land fund, collecting yields and public property in the commune and collecting rent, lease purchase and sale of state-owned houses.

In conclusion, What is the base salary in 2022?

Since wage reform has not yet been implemented, salaries in 2022 in the state sector will still follow the current base salary. As follows:

Salary = Salary coefficient x Base salary 2022

Which, the base salary in 2022 will be 1.49 million VND/month, this salary will be implemented from July 1, 2019 to the present
