1. Titles of administrative civil servants in Vietnam

Article 3 of Circular 2/2021/TT-BNV stipulates the titles and codes of levels of administrative and clericalcivil servants, including:

- Senior specialist (Level code: 01.001)

- Principal specialist (Level code: 01.002)

- Specialist (Level code: 01.003)

- Technical expert (Level code: 01.004)

- Staff member (Level code: 01.005)

2. Regulations titles of administrative civil servants in Vietnam

2.1 Senior specialist in Vietnam

Article 5 of Circular 2/2021/TT-BNV stipulates the tittle of senior specialist as follows:

- Responsibilities

Persons reaching the level of senior specialist are administrative civil servants subject to ultimate professional qualification and competency requirements concerning one or several areas of activity in administrative agencies and entities at the provincial or higher level; are responsible for reseaching and general advising on, constructing or planning macro policies and strategies applicable to the relevant sectors, industries or localities; direct and take charge of implementing regulations and policies within ministries, branches and localities.

- Duties

+ Lead activities of formulating and perfecting regulatory systems or legal normative documents, socio-economic guidelines and policies, projects, programs and projects of strategic political, economic, security, defense, cultural and society significance of Ministries and central authorities on a nationwide scale, or general socio-economic proposals, programs and projects of provinces and centrally-affiliated cities;

+ Direct and conduct activities of providing instructions about and examining the implementation of professional management regulatory systems and proposing measures and solutions for effective implementation.

+ Take charge of reviewing, evaluating and proposing plans to amend, supplement and enhance the effectiveness and efficiency of management activities;

+ Lead activities of conducting study on scientific research proposals and projects at the ministerial and provincial level in order to renew and perfect management mechanisms, improve the effectiveness and efficiency of the operation of agencies and organizations.

+ Lead activities of compiling and constructing professional guidance documents of sectors and industries; organize specialized training, mentoring and coaching courses or courses on dissemination of knowledge and experience regarding sectors and industries.

- Professional competence and qualification standards:

+ Following the party's guidelines and policies, as well as laws and development orientations, strategies, and policies of the industry and field of work;master the political system, the organizational system of state agencies, the regime of the civil service and civil servants, and professional knowledge and skills in the management sectors and fields;

+ Being able to research and develop legal documents, schemes, projects, and action plans; being able to advise on strategic planning, master plans, plans, and policies related to the professional expertise of the sector, field, or locality in which they work;

+ Having the ability to analyze, synthesize, systematize, and propose solutions to complete or solve practical problems posed within the scope of management by industry, field, or locality;

+ Mastering the situation and development trends of domestic and international industries and fields; capable of organizing research for management and processing management information;

+ Having skills in drafting, presenting, defending, building, and implementing projects, schemes, and programs related to the state management of the sector, field, or locality where they work;

+ Being capable of organizing and directing the application of scientific and technical advances to improve and increase the quality and efficiency of work in the sector, field, or locality;

+ Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position

- Training and mentoring qualification standards:

+ Having bachelor's degree or higher in a major or training major related to the industry or field of work;

+ Possession of an advanced diploma in political theory, an advanced degree in political-administrative theory, or a certificate of political theory level equivalent to high-level political theory from a competent authority;

+ Having a certificate of state management knowledge and skills training for civil servants with the rank of senior expert and an equivalent or an advanced degree in political-administrative theory

- Requirements for civil servants applying for the promotion to the rank of senior specialist:

+ At least six years of experience as a principal specialist or equivalent.If the period corresponds to the rank of main specialist, the period of holding the rank of main specialist must be at least one year (full 12 months) by the end of the time limit for submitting the application for registration for the promotion exam.

+ He/she has presided over the development and appraisal of at least 02 legal documents, or topics, schemes, projects, or scientific research programs at the state, ministerial, departmental, branch, or provincial level for which the agency employing civil servants assigned to preside over the research and construction has been promulgated or accepted by competent authorities during the period of holding the rank of main specialist and equivalent. Specifically:

There is a decision by a competent person to appoint a competent person to participate in the Drafting Board, the Team for drafting legal documents, or there is a document assigning the task of presiding over construction by a competent person if establishing a Drafting Board or Drafting Team is not required under the provisions of the Law on Promulgation of Legal Documents.

There is a decision of the competent person to appoint him or her to join the steering committee, the managing board, and the drafting committee of the topic, scheme, project, or scientific research program at the state, ministerial, departmental, or branch levels, or at the provincial level; or there is a document assigning tasks to a competent person to assume the prime responsibility for elaborating reports on appraisal, verification, and adjustment of legal documents.

2.2. Principal specialist

Article 6 of Circular 2/2021/TT-BNVstipulates the tittle of principal specialist as follows:

- Responsibilities:

From the district level upwards, being a civil servant with high professional qualifications in one or several fields of state management in agencies or administrative organizations at the district level or higher means being responsible for researching, formulating policies, or implementing the task of leading, directing, and organizing the implementation of policies and laws in the locality.

- Duties:

+ To assume the prime responsibility for or participate in researching, formulating, and organizing the implementation of policies and laws; building and perfecting the state management institutions or mechanisms in the professional and professional domains assigned to them for management;

+ To assume the prime responsibility for or participate in researching and developing regulations and regulations on professional management of branches, domains, and localities; research and develop topics, schemes, and scientific research works in order to renew and perfect the management mechanism and improve the effectiveness and efficiency of operations of agencies and organizations;

+ To direct or participate in the execution of professional activities such as the creation of general reports and the evaluation and improvement of management mechanisms and policies.

+ To guide, monitor, and inspect the implementation of professional regimes and policies; participate in proposing measures to improve the effectiveness and efficiency of management in the sector, field, or locality.

- Professional competence and qualification standards:

+ Following the party's guidelines, the law on industries and fields of work, and professional knowledge and skills in the sectors and fields of management;

+ Being capable of participating in the formulation of legal documents, schemes, projects, and action programs and guiding the implementation of regimes, policies, and regulations on state management in branches, domains, or localities working method;

+ Understanding the situation and development trend of the industry and field of work in the country and the world; capable of organizing research for management and processing management information;

+ Having the ability to work independently or in groups;have skills in drafting documents and making presentations on assigned research and consulting issues;

+ Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position

- Training and mentoring qualification standards:

+ a bachelor's degree or higher in a major or training major related to the industry or field of work;

+ Possession of a certificate of state management knowledge and skills training for civil servants of the main specialist rank and equivalent, or a master's degree in political-administrative theory.

- Requirements for civil servants applying for the promotion to principal specialist

+ Holding a specialist or equivalent rank for at least nine years (excluding the probationary period).If the period is equivalent to that of an expert, the period of holding the rank of specialist shall be at least one full year (full 12 months) by the end of the time limit for submitting the application for registration for the promotion exam;

+ During his/her tenure as a specialist or equivalent, he/sheparticipated in the development and appraisal of at least one legal document.

2.3. Specialist

Article 7 of Circular 2/2021/TT-BNVstipulates the tittle of specialist as follows:

- Responsibilities:

Being a civil servant with basic professional qualifications in administrative agencies and organizations at the district level or higher, responsible for researching, formulating, and organizing the implementation of policies and laws according to sectors, fields, or local

- Duties:

+ To participate in the development and implementation of regulations and rules governing professional management of branches, domains, and localities; participate in the development of mechanisms and specific decisions for each management content in accordance with legal provisions, as applicable to the current situation;

+ To advise and refer specific issues to competent authorities for decision; to proactively coordinate with relevant units and other civil servants in performing their assigned tasks in accordance with their assigned competence and responsibilities;

+ To participate in checking, collecting information, making statistics, managing records, and storing documents and data to serve the work;

+ To monitor, urge, inspect, and propose measures to implement regulations or management decisions with results;

+ To directly perform official duties and other tasks assigned by superiors.

- Professional competence and qualification standards:

+ Following the party's guidelines and policies, laws on sectors and fields of work, management objectives and objects, and a system of principles and professional management mechanisms within the scope of work,

+ Being capable of participating in formulating and guiding the implementation of regimes, policies, and regulations on state management in their respective branches, domains, or localities; being capable of participating in management research and processing management information;

+ The ability to work independently or in a team; skills in document drafting and presentation of issues assigned to advise and propose;

+ Having basic information technology skills and using foreign languages or ethnic minority languages for civil servants working in ethnic minority areas as required by the job position

- Training and mentoring qualification standards:

+ Having a bachelor's degree or higher in a major or training major related to the industry or field of work;

+ Having a certificate of state management knowledge and skills training for public servants of the specialist rank and equivalent

- Requirements for civil servants applying for the promotion to principal specialist

+ Having held a technical expert or its equivalent position for at least three years (excluding the probationary period),

+ If the period is equivalent to the technical expert, the period of holding the rank of civil servant shall be at least one year (full 12 months) until the expiration of the time limit for submitting the application for registration for the rank promotion exam.

2.4. Technical expert

Article 8 of Circular 2/2021/TT-BNVstipulates the tittle of technical expert as follows:

- Responsibilities:

Being a civil servant entails carrying out specific professional and professional tasks as required by administrative agencies and organizations from the district level upwards.

- Duties:

+ To participate in or support the implementation of management tasks by agencies and organizations;

+ To participate in the development and implementation of the document management regime, organizing statistics and the archiving of documents and data fully and accurately according to task requirements;

+ To directly perform official duties and other tasks assigned by superiors.

- Professional competence and qualification standards:

+ Understanding the industry's or field's principles, regimes, rules, procedures, and contents of professional guidance and management objectives

+ Mastering the order and procedures of administrative operations of agencies, organizations, and units where they work;

+ Proficiently using office equipment and other equipment to serve mission requirements

- Training and mentoring qualification standards:

Having a college degree or higher with a major or training major relevant to the industry or field of work

- Requirements for civil servants applying for the promotion to principal specialist

Holding the staff member tittle or its equivalent for at least three years (excluding the probationary period).

If the period is equivalent to the employee rank, the employee rank must be held for at least one year (full 12 months) until the deadline for submitting the application for registration for the rank promotion exam expires. 

2.5. Staff member

Article 9 of Circular 2/2021/TT-BNV, stipulating the tittle of staff member as follows:

- Responsibilities:

Being a civil servant means performing the task of supporting and serving the activities of administrative agencies and organizations from the district level or higher and being assigned to work positions defined as civil servants at agencies and organizations according to regulations of the law.

- Duties:

To perform specific tasks as required by the job position and other duties as assigned by superiors.

- Professional competence and qualification standards:

+ Mastering the regulations and operating procedures necessary for the assigned tasks;

+ Proficient in the use of technical means and equipment to serve mission requirements.

- Training and mentoring qualification standards:

Having a high school diploma or higher. Particularly in the case of performing driving duties, only a driving license issued by a competent authority is required.
