On August 13, 2020, the Government of Vietnam issued Decree 90/2020/ND-CP on the evaluation and classification of the quality of officials and public employees.
NEW: Criteria for assessing and ranking officials effective from August 20, 2020 (Illustration)
Decree 90/2020/ND-CP has promulgated new criteria for evaluating and ranking the quality of officials and public employees, officially effective from August 20, 2020, specifically for officials applying the following criteria:
EVALUATION AND RANKING FORM FOR THE QUALITY OF OFFICIALS
1. Criteria for ranking the quality of officials as "Outstanding Completion of Tasks"
Officials who meet all the following criteria are classified as outstanding in task completion:
- Successfully implement regulations stipulated in clause 1, clause 2, clause 3, clause 4, and point a clause 5, Article 3 of this Decree.- Criteria regarding the results of task execution according to the law, the planned outline, or specific assigned tasks are completed on schedule, ensuring high quality and efficiency.- Lead, direct, and manage agencies, organizations, units, or sectors under their charge to complete all targets and assignments, with at least 50% exceeding the set targets and assignments.- 100% of agencies, organizations, units under their direct authority and management are evaluated as having completed tasks and, among them, at least 70% are evaluated as having performed tasks well or exceptionally well.
2. Criteria for ranking the quality of officials as "Good Completion of Tasks"
Officials who meet all the following criteria are classified as good in task completion:
- Meet the criteria stipulated in clause 1, clause 2, clause 3, clause 4, and point a clause 5, Article 3 of this Decree.- Criteria regarding the results of task execution according to the law, the planned outline, or specific assigned tasks are completed on schedule, ensuring quality and efficiency.- Lead, direct, and manage agencies, organizations, units, or sectors under their charge to complete all targets and assignments, with at least 80% on schedule, ensuring quality.- 100% of agencies, organizations, units under their direct authority and management are evaluated as having completed tasks.
3. Criteria for ranking the quality of officials as "Completion of Tasks"
Officials who meet all the following criteria are classified as having completed tasks:
- Meet the criteria stipulated in clause 1, clause 2, clause 3, clause 4, and point a clause 5, Article 3 of this Decree.- Criteria regarding the results of task execution according to the law, the planned outline, or specific assigned tasks are completed, among which no more than 20% of criteria are not ensuring quality, progress, or efficiency.- Lead, direct, and manage agencies, organizations, units, or sectors under their charge to complete over 70% of the targets and assignments.- At least 70% of agencies, organizations, units under their direct authority and management are evaluated as having completed tasks.
4. Criteria for ranking the quality of officials as "Not Completing Tasks"
Officials who meet any of the following criteria are classified as not completing tasks:
- Show signs of ideological, ethical, lifestyle degeneration, self-evolution, or self-transformation as evaluated by competent authorities.- Over 50% of the criteria regarding the results of task execution according to the law, the planned outline, or specific assigned tasks are not ensuring progress, quality, and efficiency.- The agency, organization, unit, or sector under their charge completes less than 50% of the targets and assignments.- The agency, organization, unit under their direct authority and management is involved in embezzlement, corruption, waste and is dealt with according to the law.- Committed violations during task execution that resulted in disciplinary action during the evaluation year.
Article 3. Common Criteria for Evaluating and Ranking the Quality of Officials and Public Employees 1. Political Thought a) Comply with the guidelines, policies, regulations of the Communist Party, laws of the State, and organizational and disciplinary principles of the Communist Party, especially the principle of democratic centralism, self-criticism, and criticism; b) Have a steadfast political viewpoint and stance; firmly maintain positions; not waver in the face of difficulties and challenges; c) Place the interests of the Communist Party, the nation, the people, and the collective above personal interests; d) Be conscious of researching, studying, applying Marxism-Leninism, Ho Chi Minh's thought, resolutions, directives, decisions, and documents of the Communist Party. 2. Ethics, Lifestyle a) Do not engage in embezzlement, corruption, negativity, waste, bureaucracy, opportunism, personal gain, authoritarianism, or abuse of power; do not exhibit signs of ethical or lifestyle degeneration, self-evolution, or self-transformation; b) Maintain a lifestyle of honesty, modesty, sincerity, transparency, and simplicity; c) Embody a spirit of solidarity in building a clean and strong agency, organization or unit; d) Do not allow relatives or acquaintances to exploit their position for personal gain. 3. Work Style and Conduct a) Be responsible for work; proactive, creative, daring to think, daring to act, flexible in task implementation; b) Employ a scientific, democratic working method, adhering to principles; c) Display responsibility and coordination in task execution; d) Exhibit appropriate attitude and exemplary conduct, meeting the standards of civil service culture. 4. Discipline Awareness a) Comply with organizational policies; b) Adhere to regulations, procedures, and rules of the working agency, organization, unit; c) Fulfill asset/ income declaration and disclosure obligations according to regulations; d) Provide accurate, truthful, and objective reports and information about task execution and agency operations to superiors when requested. 5. Task Performance Results a) For officials and public employees in leadership or management roles: Imbibe, institutionalize, and implement the Party's guidelines, State laws in the agency, organization, unit; Maintain discipline and order in the agency, organization, unit; prevent legal or disciplinary violations, address prolonged complaints, and manage corruption and waste within the agency's scope; Lead, direct, audit, inspect, supervise, resolve complaints effectively; carry out administrative and public service reform in the agency; Develop annual activity programs and plans for the managed agency or unit, specifying results in quantitative terms. b) For officials and public employees without leadership roles: Evaluate task results against legal requirements, planned outlines, or specific assignments; assess task volume, progress, and quality; Assess service attitude towards the public and businesses in positions involving direct interactions or problem-solving for citizens and businesses. |
The above criteria for assessing and ranking the quality of officials will be applied from August 20, 2020, replacing the criteria stipulated in Decree 56/2015/ND-CP and Decree 88/2017/ND-CP. These new criteria have reduced the number of criteria for officials compared to the currently applied criteria.
