This is one of the noteworthy contents in Resolution No. 01/NQ-CP regarding the main tasks and solutions to implement the Socio-Economic Development Plan and the State Budget Estimate for 2020.

To be specific:, in Appendix 4 issued together with this Resolution, several key tasks for 2020 for various sectors and fields have been proposed. Among them, the Ministry of Home Affairs is assigned the following tasks:
- Develop and submit to the Politburo specific regulations on new salary policies for officials and public employees and the armed forces.
- Lead, monitor, and evaluate the development of the Decree on new salary policies for officials and public employees, and the armed forces (to replace Decree 204/2004/ND-CP dated December 24, 2004). Completion time: 2020.
According to the content of Resolution 27-NQ-TW, from 2021, the salary of officials and public employees will no longer be based on the statutory pay rate as currently, but will be calculated based on several factors, including the lowest average salary in various regions of the enterprise sector.
To be specific:, the State will pay salaries for officials and public employees and the armed forces according to job positions, titles, and leadership positions, suitable to the State's resources and public service revenue, ensuring a reasonable correlation with the labor market salary.
According to this Resolution, from 2021, there will be 05 new salary tables for officials and public employees. To be specific::
- 01 salary table for positions applied to officials and public employees holding leadership positions;
- 01 professional and vocational salary table according to the rank of official and public employee titles, generally applied to officials and public employees not holding leadership titles.
- 03 salary tables for the armed forces, including:
+ 01 salary table for military officers, police officers, and non-commissioned officers (according to positions, titles, and military or police ranks).
+ 01 salary table for professional military personnel, police technical specialists.
+ 01 salary table for defense workers, police workers (maintaining the salary correlation of the armed forces compared to administrative officials as currently).
In which, for the professional and vocational salary table according to the rank of official and public employee titles, generally applied to officials and public employees not holding leadership titles, the following principles will be implemented:
- Equal salary for the same level of job complexity;
- Higher than normal working conditions.
Thus, compared to the current salary table system at Decree 204/2004/ND-CP, the new salary table system will no longer include the salary table for senior experts; the salary table of full-time officials in communes, wards, commune-level towns, and the salary table for subordinate staff in state agencies and state public service providers.
