Currently, the content of additional support for civil servants in Vietnam is mentioned in Resolution 12/2022/NQ-HDND on adjusting and supplementing the incentive subsidy regime for people with university or post-graduate degrees working in wards, communes, and townships; and responsibility allowances for retired cadres who hold the positions of heads of socio-political organizations in wards, communes, and townships in the locality.

Specifically, the incentive allowance for cadres, civil servants, and part-time workers with university degrees working in wards, communes, and townships is 1,000,000 VND/person/month.

The level of incentive allowance for cadres, civil servants and part-time workers with university degrees working in wards, communes and townships is 1,500,000 VND/person/month.

Support for part-time workers in wards, communes, and towns of Vietnam is 1,500,000 VND/person/month.

In addition, the responsibility allowance for retired cadres who hold the positions of heads of socio-political organizations in wards, communes, and townships is 200,000 VND/person/month.

Salaries of civil servants in Vietnam 2022

In 2022, the salary schedule of commune-level cadres and civil servants will continue to follow the base salary of 1,490,000 VND/month.

Thus, the salary schedule of commune-level cadres and civil servants in 2022 includes:

(1) Salary schedule for commune-level officials with basic qualifications or without professional training.

(2) Salary schedule for commune-level officials who have completed intermediate or advanced professional training.

Commune-level cadres who have graduated from intermediate or higher professional training level shall arrange salaries like administrative civil servants specified in Salary schedule No. civil servants in state agencies) issued together with Decree 204/2004/ND-CP.

(3) Salary schedule of commune-level civil servants who have graduated from elementary level or higher.

Commune-level civil servants who have graduated from elementary-level training or higher in accordance with the expertise of their respective titles, shall arrange salaries like administrative civil servants specified in Salary schedule No. 2 (Professional title salary schedule for cadres and civil servants in state agencies) and Salary schedule No. 4 (salary schedule of employees performing and serving in state agencies and non-business units of the State) promulgated together with Decree 204/2004/ND-CP.

Income for civil servants and public employees in Ho Chi Minh City in 2022

This is the content of Resolution 04/2022/NQ-HDND stipulating the adjustment coefficient to increase income in 2022 until the end of the pilot implementation period under Resolution 54/2017/QH14 and amending Clause 1, Article 2 of Resolution 13/2021/NQ-HDND.

Thus, the adjustment coefficient for income increase in 2022 until the end of the pilot implementation period according to Resolution 54/2017/QH14 is at most 1.2 times higher than the salary by grade and position.

Thus, the additional income adjustment coefficient in 2022 is 1.2 times the salary by grade and position (increased from 1.0 times in the last 6 months of 2021).

- In 2018: 0.8 times

- In 2019: 1.2 times

- In 2020: 1.2 times

- In 2021:

+ The first 6 months of the year: 1.2 times

+ The last 6 months of the year: 1.0 times

- In 2022: 1.2 times

Additional income for cadres, civil servants, and public employees shall be paid based on the performance of cadres, civil servants, and public employees at each agency or unit, which is assessed by the head of the unit in accordance with Decree 56/2015/ND-CP and Decree 88/2017/ND-CP. Each unit develops internal spending regulations to ensure democracy and transparency.
