Here is the notable content stipulated in Decree 90/2020/ND-CP on assessing and classifying the quality of officials and public employees.
Assessment and Classification of Vietnamese Officials and Public Employees Must be Completed Before December 15 Every Year (Illustrative Image)
Pursuant to the previous provisions stipulated in Decree 88/2017/ND-CP, the assessment and classification of officials and public employees were conducted in December every year, prior to the annual review and reward determination.
However, according to the upcoming assessment and classification date, Decree 90/2020/ND-CP has stipulated a specific date by which the assessment and classification must be completed, which is before December 15 every year, prior to the assessment and classification of party members and the annual review and reward determination of the agency, organization, or unit.
Note: For public service providers operating in education, training, and some other sectors that end their work year before December, the head of the public service provider shall decide on the assessment and classification timing for the public employees.
Moreover, the annual assessment and classification timing for officials and public employees must follow certain provisions as below:
- The assessment and classification of officials and public employees shall be conducted on a yearly basis.
For officials and public employees transferred to a new position, the new agency, organization, or unit is responsible for the assessment and classification. If they have served in the former agency, organization, or unit for 06 months or more, the assessment must be combined with comments from the former agency, organization, or unit, unless the former agency, organization, or unit no longer exists.
- At the assessment and classification timing, in cases of justified absences or sick leave, maternity leave as prescribed by law, officials and public employees must prepare a self-assessment report, stating their work results according to their assigned duties and responsibilities, and send it to the current agency, organization, or unit for the assessment and classification pursuant to this Decree.
Based on Clauses 1 and 2, Article 20 of Decree 90/2020/ND-CP and the specific characteristics of the agency, organization, or unit, the leadership collective of the agency, organization, or unit shall concur with the respective level party committee on organizing assessment and classification meetings in a serious, effective manner, avoiding formality and wastefulness.
Additionally, Decree 90/2020/ND-CP also explicitly states that the assessment results of officials and public employees are used for: placement, usage, training, capacity building, rank or professional title elevation, planning, appointment, dismissal, rotation, secondment, reward, discipline, the assessment and classification of party members, and other policies for officials and public employees.
