Recently, the Government of Vietnam issued Decree 90/2020/ND-CP on the evaluation and classification of the quality of officials and public employees.
According to Decree 90/2020/ND-CP, the results of the evaluation and classification of the quality of officials and public employees as stipulated in this Decree are used as a basis for interconnecting in evaluating and classifying the quality of party members.
EVALUATION AND CLASSIFICATION FORM FOR OFFICIALS**
The set of criteria for evaluating and classifying the quality of officials will be applied from August 20, 2020, with specific criteria as follows:
1. Criteria for classifying the quality of officials at the level of excellent task completion
- Officials not holding leadership, or management positions who meet all the following criteria are classified as excellent task completion:
- Successfully implement the regulations specified in Clauses 1, 2, 3, and 4 of Article 3 of this Decree;- Complete 100% of tasks according to legal regulations, set plans, or specific assigned tasks ensuring progress, high quality, and efficiency, of which at least 50% of tasks are completed exceeding the set level.
- Officials holding leadership, or management positions who meet all the following criteria are classified as excellent task completion:
- Successfully implement the regulations specified in Clauses 1, 2, 3, 4, and Point a of Clause 5 of Article 3 of this Decree;- Criteria for task performance results according to legal regulations, set plans, or specific assigned tasks are all completed on time, ensuring high quality and efficiency;- Leadership, direction, and management of agencies, organizations, units, or sectors of work under their charge achieve all targets and tasks, of which at least 50% exceed the set standards;- 100% of agencies, organizations, units under direct supervision and management are evaluated as completing tasks or higher, of which at least 70% are evaluated as good or excellent task completion.
2. Criteria for classifying the quality of officials at the level of good task completion
- Officials not holding leadership, or management positions who meet all the following criteria are classified as good task completion:
- Meet the criteria specified in Clauses 1, 2, 3, and 4 of Article 3 of this Decree;- Complete 100% of tasks according to legal regulations, set plans, or specific assigned tasks ensuring progress, quality, and efficiency.
- Officials holding leadership, or management positions who meet all the following criteria are classified as good task completion:
- Meet the criteria specified in Clauses 1, 2, 3, 4, and Point a of Clause 5 of Article 3 of this Decree;- Criteria for task performance results according to legal regulations, set plans, or specific assigned tasks are all completed on time, ensuring quality and efficiency;- Leadership, direction, and management of agencies, organizations, units, or sectors of work under their charge achieve all targets and tasks, of which at least 80% are completed on time, ensuring quality;- 100% of agencies, organizations, units under direct supervision and management are evaluated as completing tasks or higher.
3. Criteria for classifying the quality of officials at the level of task completion
- Officials not holding leadership, or management positions who meet all the following criteria are classified as task completion:
- Meet the criteria specified in Clauses 1, 2, 3, and 4 of Article 3 of this Decree;- Criteria for task performance results according to legal regulations, set plans, or specific assigned tasks are all completed, with not more than 20% of criteria failing to meet quality, progress, or efficiency standards.
- Officials holding leadership, or management positions who meet all the following criteria are classified as task completion:
- Meet the criteria specified in Clauses 1, 2, 3, 4, and Point a of Clause 5 of Article 3 of this Decree;- Criteria for task performance results according to legal regulations, set plans, or specific assigned tasks are all completed, with not more than 20% of criteria failing to meet quality, progress, or efficiency standards;- Leadership, direction, and management of agencies, organizations, units, or sectors of work under their charge achieve more than 70% of targets and tasks;- At least 70% of agencies, organizations, units under direct supervision and management are evaluated as completing tasks or higher.
4. Criteria for classifying the quality of officials at the level of non-task completion
- Officials not holding leadership, or management positions who meet any of the following criteria are classified as non-task completion:
- Exhibit degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation as assessed by the competent authority;- More than 50% of criteria for task performance results according to legal regulations, set plans, or specific assigned tasks fail to meet progress, quality, or efficiency standards;- Have violations during task performance subject to disciplinary action in the evaluation year.
- Officials holding leadership, or management positions who meet any of the following criteria are classified as non-task completion:
- Exhibit degradation in political ideology, ethics, lifestyle, self-evolution, self-transformation as assessed by the competent authority;- More than 50% of criteria for task performance results according to legal regulations, set plans, or specific assigned tasks fail to meet progress, quality, or efficiency standards;- Agencies, organizations, units, or sectors of work under their charge achieve less than 50% of targets and tasks;- Agencies, organizations, units under direct supervision and management are involved in embezzlement, corruption, wastefulness, and are handled according to legal regulations.- Have violations during task performance subject to disciplinary action in the evaluation year.
Article 3. General criteria for evaluating and classifying the quality of officials and public employees 1. Political ideology a) Adhere to the policies, guidelines, regulations of the Communist Party, policies, and laws of the State and organizational and disciplinary principles of the Communist Party, especially the principle of democratic centralism, self-criticism, and criticism; b) Maintain a firm political stance and viewpoint; determined, unwavering in the face of difficulties and challenges; 2. Ethics and lifestyle a) Do not engage in embezzlement, corruption, negativity, wastefulness, bureaucracy, opportunism, profiteering, haughtiness, or authoritarianism; do not exhibit degradation in ethics, lifestyle, self-evolution, self-transformation; b) Lead a honest, modest, sincere, pure, and simple life; c) Have a spirit of solidarity, building a clean and strong agency, organization, or unit; d) Do not allow relatives or acquaintances to take advantage of one's position or authority for personal gain. 3. Workstyle and working method a) Be responsible in work; dynamic, creative, dare to think, dare to do, flexible in task implementation; b) Employ scientific, democratic, principled working methods; c) Have a spirit of responsibility and coordination in task implementation; d) Have proper attitude and conduct, decent working style that meets the requirements of civil service culture. 4. Awareness of organizational discipline a) Comply with orders from the organization; b) Implement regulations, rules, and internal rules of the agency, organization, or unit where one works; c) Declare and disclose assets and income as required; d) Fully and honestly report, provide accurate and objective information about matters related to the fulfillment of assigned duties and responsibilities and the activities of the agency, organization, or unit to superiors when requested. 5. Result of fulfilling assigned duties and responsibilities a) For officials and public employees in leadership, management positions: Understand, institutionalize, and implement the guidelines, policies of the Communist Party, and the laws of the State at agencies, organizations, and units; Maintain discipline and order in the agency, organization, unit; avoid incidents requiring disciplinary actions, legal violations needing handling, or prolonged complaints and denunciations; prevent corruption and wastefulness within the scope of the agency, organization, unit; Leadership, direct, inspect, supervise, resolve complaints and denunciations according to authority; direct and implement administrative reforms, civil service policy reforms at the agency, organization, or unit; Develop annual activity programs and plans of the agency, organization, or unit under management, clearly identifying the results of implementing targets, tasks, and quantifying specific outputs. b) For officials and public employees not holding leadership, or management positions: Results of task performance according to legal regulations, set plans, or specific assigned tasks; workload, progress, and quality of task performance; Service attitude towards the people, businesses for positions directly contacting or directly resolving matters of the people and businesses. |
