Criteria for grading the quality of public employees in Vietnam before December 15, 2020

Decree 90/2020/ND-CP stipulates that before December 15 every year, public employees in Vietnam will be evaluated and graded based on their performance. Thus, the evaluation and grading of public employee quality will be carried out based on the following criteria.

According to the regulations in Article 20 of Decree 90/2020/ND-CP, the assessment and grading of the quality of public employees are conducted annually. The evaluation and grading of the quality of public employees are carried out before December 15th each year, before the evaluation and grading of the quality of party members and the summary of the annual review and commendation work of agencies, organizations, and units. Particularly for public sector units opegrading in the fields of education, training, and some other fields that end their working year before December, the head of the public sector unit decides the timing of the evaluation and grading of the quality of public employees.

The evaluation and grading of the quality of public employees are carried out based on the criteria set out in Articles 12, 13, 14, and 15 of Decree 90/2020/ND-CP as follows:

1. Criteria for grading the quality of public employees at the excellent level of task completion in Vietnam 

For public employees not holding managerial positions:

- Good performance in general criteria for evaluating and grading the quality of officials, public employees, and public employees, including political ideology, ethics, lifestyle, working attitude, working style, and disciplinary awareness.

- Complete 100% of the tasks according to the signed work contract, the planned objectives, or the specific assigned tasks, ensuring timely completion, high quality, and high efficiency, with at least 50% of the tasks being completed beyond the required level.

For managerial public employees:

- Good performance in general criteria for evaluating and grading the quality of officials, public employees, and public employees, including political ideology, ethics, lifestyle, working attitude, working style, and disciplinary awareness.

- The criteria for achieving task results according to the signed work contract, the planned objectives, or the specific assigned tasks are all completed on time, ensuring high quality and high efficiency.

- The assigned units or fields are responsible for completing all targets and tasks, with at least 50% of the targets and tasks being completed beyond the required level.

- 100% of the units under the authority of direct responsibility are evaluated as having fulfilled their tasks, with at least 70% being rated as good or excellent in task completion.

2. Criteria for grading the quality of public employees at the great level of task completion in Vietnam

For public employees not holding managerial positions:

- Meet the general criteria for evaluating and grading the quality of officials, public employees, and public employees, including political ideology, ethics, lifestyle, working attitude, working style, and disciplinary awareness.

- Complete 100% of the tasks according to the signed work contract, the planned objectives, or the specific assigned tasks, ensuring timely completion, high quality, and high efficiency.

For managerial public employees:

- Meet the general criteria for evaluating and grading the quality of officials, public employees, and public employees, including political ideology, ethics, lifestyle, working attitude, working style, and disciplinary awareness.

- The criteria for achieving task results according to the signed work contract, the planned objectives, or the specific assigned tasks are all completed on time, ensuring high quality and high efficiency.

- The assigned units or fields are responsible for completing all targets and tasks, with at least 80% being completed on time and ensuring high quality.

- 100% of the units under the authority of direct responsibility are evaluated as having fulfilled their tasks, with at least 70% being rated as good or excellent in task completion.

3. Criteria for grading the quality of public employees at the level of task completion in Vietnam

For public employees not holding managerial positions:

- Meet the general criteria for evaluating and grading the quality of officials, public employees, and public employees, including political ideology, ethics, lifestyle, working attitude, working style, and disciplinary awareness.

- The criteria for achieving task results according to the signed work contract, the planned objectives, or the specific assigned tasks are all completed, with no more than 20% of the criteria not meeting quality, progress, or efficiency.

For managerial public employees:

- Meet the general criteria for evaluating and grading the quality of officials, public employees, and public employees, including political ideology, ethics, lifestyle, working attitude, working style, and disciplinary awareness.

- The criteria for achieving task results according to the signed work contract, the planned objectives, or the specific assigned tasks are all completed, with no more than 20% of the criteria not meeting quality, progress, or efficiency.

- The assigned units or fields are responsible for completing over 70% of the targets and tasks.

- At least 70% of the units under the authority of direct responsibility are evaluated as having fulfilled their tasks or more.

4. Criteria for grading the quality of public employees at the level of not completing tasks in Vietnam

For public employees not holding managerial positions:

- Show signs of deterioration in political ideology, ethics, lifestyle, self-transformation, and self-evolution according to the evaluation of the competent authority.

- More than 50% of the criteria for task performance according to the signed work contract, the planned objectives, or the specific assigned tasks are not met in terms of progress, quality, and efficiency.

- Engage in misconduct during the task execution process and receive disciplinary action within the evaluation year.

For managerial public employees:

- Show signs of deterioration in political ideology, ethics, lifestyle, self-transformation, and self-evolution according to the evaluation of the competent authority.

- More than 50% of the criteria for task performance according to the signed work contract, the planned objectives, or the specific assigned tasks are not met in terms of progress, quality, and efficiency.

- The assigned units or fields are responsible for completing less than 50% of the targets and tasks.

- The units under the authority of direct responsibility are involved in embezzlement, corruption, waste, and are dealt with according to the provisions of the law.

- Commit misconduct acts during the task execution process and receive disciplinary action within the evaluation year.

Therefore, the above are all the criteria for grading the quality of public employees for those without managerial positions and for managerial public employees. Based on the evaluation results and gradings of the quality of public employees mentioned above, arrangements, utilization, training, development, promotion, appointment, removal, transfer, rotation, and disciplinary actions, rewards, evaluations, and gradings of the quality of party members, as well as the implementation of other policies for public employees, will be carried out. Therefore, in 2020, public employees will be evaluated before December 15, 2020. In the case of public sector units opegrading in the fields of education, training, and some other fields that end their working year before December, the head of the public sector unit determines the timing of the evaluation and grading of the quality of public employees.
