According to the provisions of Decree 56/2015/ND-CP and Guideline 1326/HD-UBDT, there will be 04 levels to evaluate and classify officials and public employees for the year 2019. Specifically:
- For officials: Excellently complete the task; Successfully complete the task; Complete the task but have limitations in capacity; Do not complete the task.
- For public servant: Excellently complete the task; Successfully complete the task; Complete the task but have limitations in capacity; Do not complete the task.
- For public employee: Excellently complete the task; Successfully complete the task; Complete the task; Do not complete the task.
In which, public employees are evaluated and classified at the level of completing the task in the following cases:
For public employees not holding managerial positions, if they meet all the following criteria, they will be classified and evaluated at the level of completing the task:
- Have good competencies, professional qualifications, and skills, complete 70% to less than 100% of the work or tasks according to the signed employment contract, in which some work is slow in progress, limited in quality and effectiveness; have a sense of responsibility in performing assigned tasks;
- Successfully complete unexpected tasks;
- Properly, fully, and seriously comply with regulations on professional ethics, bylaws, rules, and regulations of the agency, unit, regulations on anti-corruption, practice thrift, combat wastefulness; dedicated to the profession, committed to the job;
- Seriously observe the public employee code of conduct, exhibit politeness and respect in service and communication with the public; have a spirit of solidarity, effective cooperation, closely coordinate with colleagues and related agencies, units in the performance of tasks;
- Lead or participate in at least one scientific project, proposal, topic, or initiative that has been applied and brought effectiveness in the implementation of professional tasks, recognized by competent authorities.
For public employees holding managerial positions, if they meet all the following criteria, they will be classified and evaluated at the level of completing the task:
- Criteria for public employees not holding managerial positions;
- Seriously implement the autonomous and self-responsibility regime for public service providers as prescribed by law;
- The agency or unit assigned for management and administration completes 70% to less than 100% of the workload.
