This is a notable content in Resolution 27-NQ/TW on the reform of salary policies for officials and public employees, armed forces, and workers in enterprises effective from May 24, 2018.

Salary Table for Military and Police from July 1, 2020 (Official)
To be specific: according to the spirit outlined in Section 3.1, Part II of Resolution 27, a new salary structure for officials, public employees, and armed forces will be designed, which includes:
- Basic salary (approximately 70% of the total salary fund)- Allowances (approximately 30% of the total salary fund).- Additional bonuses (a bonus fund of approximately 10% of the total annual salary fund, excluding allowances).
On this basis, three salary tables for the armed forces will be developed (while maintaining the current salary correlation between the armed forces and administrative officials), specifically including:
- One salary table for military officers, police officers, and non-commissioned police officers (based on position, title, and military rank or police rank);- One salary table for professional soldiers and technical police officers;- One salary table for defense workers and police workers.
The new salary scale will not apply the statutory pay rate and coefficient as currently but will establish a basic salary amount. The State will pay salaries based on job positions, titles, and leadership positions, in accordance with the State’s resources and public service revenue, ensuring a reasonable correlation with labor market salaries; and implementing proper policies for benefits and rewards based on labor productivity. Additionally, Resolution 27 also emphasizes the continued application of allowances for concurrent positions; over-frame seniority allowance; regional allowances; job responsibility allowance; mobility allowance; security, defense service allowance, and special allowances for the armed forces (military, police, cipher).
Thus, it can be seen, according to the spirit of Resolution 27, starting from 2021, the armed forces (military, police, and cipher) will apply three new salary tables with a changed salary structure compared to before, and the salary will also be specified as a particular amount of money instead of being regulated according to coefficients and the statutory pay rate as currently.
