Vietnam: Shall a person receive benefits for war invalids and people with disabilities at the same time?

Mrs. Du Ngoc Anh Thu (Can Tho) asked: My grandmother há received a monthly allowance for war invalids and persons who participate in resistance activities in the ward. Recently my grandmother became paralyzed and could not walk. So, will my grandmother additionally receive the allowance for persons with serious disabilities?

The Ministry of Labor, War Invalids and Social Affairs of Vietnam would like to answer this issue as follows:

According to Article 51 of the Law on Persons with Disabilities of Vietnam, persons with disabilities currently enjoying preferential policies towards people with meritorious services to the revolution or currently enjoying pensions or monthly social allowances are not entitled to the policies on monthly social allowance for persons with exceptionally serious disabilities and persons with serious disabilities.

Thus, Mrs. Du Ngoc Anh Thu's grandmother is receiving a monthly allowance for war invalids and people participating in resistance activities (in prison), so that she will not be entitled to monthly social allowances according to the provisions of the Law on Persons with Disabilities.
