dd) Task 27: To study and develop the Law on adjustment of water supply and drainage

e) Task 28: Research and develop the Regulatory Law on underground space management

What are regulations on task 29 in formulating specialized tasks and projects for sustainable urban development in Vietnam?

Pursuant to Subsection 5.g, Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating task 29 in formulating specialized tasks and projects for sustainable urban development in Vietnam as follows:

- Research and review the Law on State Budget (amended and supplemented)

+ Implementation content: Studying policies, including amending, supplementing or promulgating policies on continuing to review and perfect specific financial and budget management mechanisms and policies for the Capital Hanoi and Ho Chi Minh City and some large urban areas; review and determine a more reasonable rate of retained earnings for special cities to ensure that the role of dynamic cities in the whole country is promoted, with a mechanism for generating revenue, budget decentralization to be left to urban areas that plan to upgrade urban areas; strongly decentralizes municipal governments the revenues from taxes and fees. Piloting, proceeding to expand decentralization for centrally-run cities and other urban centers that meet the criteria and conditions to decide on a number of specific revenues attached to the central government with the requirement to strengthen the responsibility of urban service provision. Continue to have policies to encourage and give special tax incentives to projects providing urban social services in economic zones and large industrial zones.

+ Implementing agency: Ministry of Finance, coordinate with ministries, branches and localities after getting the Politburo's conclusion on the content of budget decentralization.

- Research and finalize tax and fee policies related to real estate.

+ Implementation content: Research and perfect tax and fee policies related to real estate in order to encourage effective use of houses and land. Complete the legal framework and appropriate organizational model for the State to manage the real estate market, control and effectively use the added value from land when urban infrastructure, especially, the transport infrastructure is invested to expand and exploit the land fund on both sides of the road to generate income for the city.

+ Implementing agency: The Ministry of Finance shall coordinate with the Ministry of Natural Resources and Environment, the Ministry of Construction, and the Ministry of Justice.

Pursuant to Subsection 5.h and 5.i, Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating task 30 and 31 in formulating specialized tasks and projects for sustainable urban development in Vietnam as follows:

h) Task 30: Formulate the Employment Law (amended).

Implementing agency: Ministry of Labor, War Invalids and Social Affairs, coordinating with ministries, branches and localities.

i) Task 31: Formulate the Land Law (amended)

Implementing agency: Ministry of Natural Resources and Environment, coordinating with ministries, branches and localities.
