When are road users in Vietnam required to reduce their speed?
Based on Article 11 of the Road Traffic Order and Safety Law 2024 on compliance with road traffic signals:
Article 11. Compliance with Road Traffic Signals
- Road traffic signals include: orders from traffic controllers; traffic lights; road signs; road markings and other on-road signs; markers, protective walls, barriers, reflective nails, reflective markers, kilometer posts, H posts; auditory warning devices.
- Road traffic participants must comply with traffic signals in the following priority order from top to bottom:
a) Orders from traffic controllers;
b) Traffic light signals;

- Road signs
- Road markings and other on-road signs

When shall road users in Vietnam reduce speed?
Based on Article 12 of the Road Traffic Order and Safety Law 2024, drivers participating in road traffic must reduce speed in the following situations:
- At locations with road markings or other signals for pedestrians or where pedestrians or wheelchairs of disabled people are crossing
- When there are hazard warning signs or obstacles on the road
- When changing driving direction or when visibility is restricted
- At intersections at the same level with roads or with railways; on narrow, winding roads, serpentine roads, mountain passes, slopes
- At narrow bridges, culverts, spillways, fords, underpasses, road tunnels
- In areas with schools, hospitals, bus stations, public buildings with high concentration of people, densely populated areas, markets, and road construction sites or scenes of road traffic accidents
- When there are animals on the road or being grazed along roadsides
- To avoid oncoming vehicles or when intentionally allowing a vehicle behind to overtake; when having signals for passage or emergency signals from the vehicle in front moving in the same direction
- At places where vehicles stop or park on the road with passengers boarding or alighting
- When encountering vehicles transporting oversized, overweight goods, hazardous materials; groups of pedestrians
- When encountering priority vehicles
- In weather conditions like rain, wind, fog, smoke, dust, slippery roads, muddy conditions, or when there is spillage of rocks, materials affecting road traffic safety
- In areas where road traffic controls are being enforced
