Are registration certificates considered driver's license or vehicle registration certificate in Vietnam?
Pursuant to the provisions of Article 29 of Circular 12/2017/TT-BGTVT amended by Clause 1, Article 12 of Circular 05/2023/TT-BGTVT on management agency of driving tests and issuance of driving licenses as follows:

1. Vietnam Road Administration shall be responsible for managing tests and issuing driving licenses nationwide; Department of vehicle and driver management advise the General Director on performing functions and duties on tests and issuance of driving licenses management (hereinafter referred to as testing management agency).
2. The Services of Transport shall be responsible for managing tests and issuing driving licenses within central-affiliated cities and provinces; Offices tasked with managing driver training, driving tests, and issuance of driving licenses advice the Director of Department on performing functions and duties on tests and issuance of driving licenses management (hereinafter referred to as testing management agency).
On the other hand, according to Article 12 of Circular 24/2023/TT-BCA, regulations on procedures for initial vehicle registration are specifically as follows:
Procedures for initial vehicle registration
1. Organizations and individuals shall carry out procedures for initial vehicle registration according to regulations in Article 9 of this Circular; they shall bring their vehicles to vehicle registration authorities and submit documents specified in Article 10 and Article 11 of this Circular.

4. The applicant may receive the vehicle registration certificate and the license plate (in case the license plate is issued according to regulations in point b, Clause 2 of this Article) in person at the vehicle registration authority or by post.

How long does it take to issue a vehicle registration certificate in Vietnam?
Pursuant to Article 7 of Circular 24/2023/TT-BCA regulating duration for vehicle registration
Duration for vehicle registration
1. Issuance of vehicle registration certificate: within 02 working days from the date of receipt of the satisfactory application, except for the case of re-issuance of the vehicle registration certificate, verification shall be carried out as prescribed in Clause 2 of this Article.
2. The duration for verification of the loss of the vehicle registration certificate when the procedure for re-issuance of the vehicle registration certificate is processed is 30 days; the duration for verification shall not be included in the duration for re-issuance of the vehicle registration certificate as prescribed in Clause 1 of this Article.

Thus, normally the time limit for issuing a vehicle registration certificate is no more than 02 working days, counting from the date of receipt of complete and valid documents in Vietnam.
However, in case of re-certification procedures, it is necessary to verify the loss within 30 days in Vietnam.

Pursuant to Point a, Clause 2, Article 17 of Decree 100/2019/ND-CP amended and supplemented by Clause 10; Point m Clause 34 Article 2 of Decree 123/2021/ND-CP regulating penalties imposed upon by operators of mopeds and motorcycles (including electric motorcycles) and the like violating regulations on roadworthiness of vehicles running on public roads:

4. Apart from incurring fines, the violating operator shall also incur the following additional penalties:

dd) The violation(s) specified in Points a and b Clause 2 of this Article in case of no certificates of vehicle registration or using certificates of vehicle registration issued by other than competent agencies, not matching chassis number or engine number of the vehicle or erased without documents proving vehicle origin (no documents, certificates on transfer of vehicle ownership or documents, certificates on legal vehicle origin) shall lead to confiscation of vehicle.
Thus, the administrative penalty for not having a parking lot in Vietnam is prescribed as follows:
- For car drivers:
+ Fine from 2,000,000 VND to 3,000,000 VND;
+ Suspension of the right to use a driving license from 01 month to 03 months;
+ Vehicle confiscated
- For motorbike drivers:
+ Fine from 800,000 VND to 1,000,000 VND;
+ Vehicle confiscated
