Which entities are responsible for managing water collection, drainage structure and connecting to water drainage system in Vietnam? Thank you!
Pursuant to Article 7 of the Circular 15/2021/TT-BXD (takes effect from 10/02/2022) stipulating responsibilities for managing water collection, drainage structure and connecting to water drainage system in Vietnam as follows:
- Responsibilities of drainage entities:
+ Develop technical management, operation procedures, plans for preventing and responding to environmental incidents during operation of water drainage system and propose solutions for developing network under management to drainage authority;
+ Regularly maintain wastewater, rainwater collection and drainage structures and other structures in water drainage system and ensure normal operation;
+ Monitor, supervise, and regulate water level of detention basins, channels, canals, combined sewer overflows, and maximize rainwater drainage, regulation, and flood prevention capacity;
+ Manage elevation of main sewers and collection sewers; provide information on elevation of connection points of drainage systems for requesting organizations, individuals within their management.
- Responsibilities of the People’s Committees at all levels:
+ People’s Committees of all levels, within their authorization, are responsible for preparing, approving plans and roadmap for investing in development, upgrade, renovation, expansion of rainwater collection structures and wastewater collection, treatment structures;
+ People’s Committees of all levels shall direct drainage authorities to guide and inspect implementation of this Circular in their areas.
