When Is It Necessary to Select a Subcontractor to Participate in Wastewater Sample Inspection?
Based on Article 21 of Circular 41/2020/TT-BCA stipulating the participation of sub-contractors in the inspection and the conditions for sub-contractors to participate in wastewater sample inspection as follows:
When the capacity of the inspection unit belonging to the Environmental Police force (main contractor) does not meet the requirements or needs to assess the inspection quality, a sub-contractor is used. The sub-contractor must meet the following conditions:
- For sub-contractors who are not part of the Environmental Police force, they must have a valid VIMCERTS Certificate for analytical and inspection parameters. When conducting sample collection and on-site measurement, the inspection unit of the Environmental Police must take the lead and cooperate with the sub-contractor to record the sample collection and environmental inspection minutes on-site;
- For sub-contractors who are inspection units belonging to the Environmental Police force, they must have the capacity to perform wastewater inspection and are not required to have a VIMCERTS Certificate.
After selecting the contractor who meets the requirements, a list must be made along with the contractor's capacity profile (the list of recognized parameters) and approved by the department leadership. Only sub-contractors approved in the list may be utilized.
These are regulations on selecting sub-contractors and conditions for sub-contractors to participate in wastewater sample inspection.
