According to Clause 5, Article 21 of Circular 25/2014/TT-BTNMT, which stipulates the cases that require the drafting of technical design - cost estimation plans for cadastral surveying and mapping projects. To be specific:
In cases of cadastral parceling, it is not required to draft a technical design - cost estimation, but it is necessary to prepare a construction plan and get approval from the decision-making and investment agency.
In cases of cadastral parceling to carry out land registration procedures and issue Certificates for individual, regular annual cases, an annual implementation plan must be developed and submitted to the competent People's Committee for approval.
In cases of cadastral parceling at the request of land users that do not use the state budget, the implementation is done according to the service contract, and it is not necessary to prepare a construction plan.
Thus, for cases of cadastral parceling where it is not required to draft a technical design - cost estimation, it is necessary to prepare a construction plan and get approval from the decision-making and investment agency.
