What is the hierarchy in directing response to heavy rain, flood, inundation and water surge in Ho Chi Minh City?
Pursuant to Article 6 of the plan for natural disaster prevention, control and response according to natural disaster risk levels in the city promulgated together with the Decision 3843/QD-UBND of Ho Chi Minh City in 2021 stipulating the hierarchy in directing response to heavy rain, flood, inundation and water surge in Ho Chi Minh City as follows:
1. For level 1 heavy rain, flood (flood discharge), inundation
a) Commanding body:
- District level: Chairman of the People's Committee of Thu Duc city and districts.
- Commune level: Chairman of the People's Committee of ward - commune - township.
b) Rescue forces: Army, Police, Youth Volunteers, shock forces and other forces of district and commune level.
c) Vehicles and equipment: canoes, boats, pumping stations, water pumps and other equipment.
2. For level 2 heavy rain and flood (flood discharge), inundation, water surge at level 2, level 3.
a) Directing agency: City Command for Disaster Prevention and Search and Rescue.
b) Commanding body:
- City level: Department of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with the City Command, the City Border Guard Command, the City Police, the Department of Transport, the Department of Construction and related departments.
- District level: Chairman of the People's Committee of Thu Duc city and districts.
- Commune level: Chairman of the People's Committee of ward - commune - township.
c) Rescue forces: Army, border guards, police, youth volunteers, shock forces and other forces of the city, district and commune levels.
d) Vehicles and equipment: canoes, boats, pumping stations, water pumps, buoys, life jackets and other equipment.

1. Directing agency: City Command for Natural Disaster Prevention and Control and Search and Rescue.
2. Commanding body:
- City level: The Department of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with the City Command, the City Border Guard Command, the City Police, the Department of Transport and other departments and agencies of relevant industries.
- District level: Chairman of Can Gio district People's Committee.
- Commune level: Chairpersons of People's Committees of coastal communes and towns of Can Gio district.
3. Rescue force: Army, Border Guard, Police, Youth Volunteers, Fisheries Inspector, shock force and other forces of the city, Can Gio district, communes - townships of the district Need Hour.
4. Vehicles and equipment: canoes, boats, canoes, buoys, life jackets and other common and specialized equipment.

1. For level 1 landslides (riverbank and coastal erosion), land subsidence:
a) Commanding body:
- District level: Chairman of the People's Committee of Thu Duc city and districts.
- Commune level: Chairman of the People's Committee of ward - commune - township.
b) Rescue forces: Army, border guards, police, shock forces and other forces of district and commune level.
c) Vehicles and equipment: cranes, excavators, barges, canoes, concrete cutters, concrete chisels and other equipment.
2. For level 2 landslides (riverbank and coastal landslides), land subsidence:
a) Directing agency: City Command for Disaster Prevention and Search and Rescue.
b) Commanding body:
- City level: The Department of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with the City Command, the City Border Guard Command, the City Police, the Department of Transport, the Department of Construction, Department of Natural Resources and Environment and related departments - departments - branches.
- District level: Chairman of the People's Committee of Thu Duc city and districts.
