Concept of Fishery Resources
The fishery industry involves the catching of wild fish or the raising of fish through aquaculture. Aquaculture has directly or indirectly had a significant impact on the lives of many people.
Therefore, the resources that fishery brings are considerable.
According to Clause 2, Article 3 of the Fisheries Law 2017, effective from January 1, 2019, fishery resources are specifically defined as follows:
Fishery resources are biological resources in natural waters with economic, scientific, tourism, and recreational value.
Principles of Fishery Activities
Article 5 of the Law also stipulates the principles of fishery activities, as follows:
- Closely combine with ensuring national defense and security.
- Exploiting fishery resources must be based on the volume of fishery resources, linked with the protection, regeneration, and development of fishery resources, without depleting the fishery resources, and not affecting biodiversity; adopt a precautionary approach, be ecosystem-based, and use scientific indicators in managing fishery activities to ensure sustainable development.
- Adapt to climate change; proactively prevent and combat natural disasters; ensure the safety of people and fishing equipment; prevent and combat fish diseases, ensure food safety, and protect the environment.
- Ensure the sharing of benefits and responsibilities of organizations and individuals in benefiting from the exploitation and use of fishery resources or activities in sectors directly affecting fishery resources.
- Meet the requirements of international integration; comply with international treaties to which the Socialist Republic of Vietnam is a member.
