Clause 6, Article 3 of the 2001 Law on Fire Prevention and Fighting (revised by Clause 1, Article 1 of the 2013 Law on Amendments to the Law on Fire Prevention and Fighting) defines the grassroots fire prevention and fighting team as follows:
The grassroots fire prevention and fighting team is an organization consisting of individuals assigned the duty of fire prevention and fighting at the grassroots level, operating under specialized or non-specialized policies.

How many hours of annual supplementary training on fire prevention and fighting skills are required for the grassroots fire prevention and fighting team in Vietnam?
According to Point b, Clause 1 and Point c, Clause 3, Article 33 of Decree 136/2020/ND-CP on training and supplementary training on fire prevention and fighting skills:
Training and supplementary training on fire prevention and fighting skills
- Subjects required to be trained and supplemented in fire prevention and fighting skills
a) Persons holding the fire fighting command title as regulated in Clause 2, Article 37 of the Law on Fire Prevention and Fighting;
b) Members of the civil defense team, grassroots fire prevention and fighting team;
c) Members of the specialized fire prevention and fighting team;
d) Persons working in environments with fire and explosion hazards or regularly exposed to goods hazardous to fire and explosion;
dd) Operators of vehicles, personnel working on motor vehicles transporting passengers with more than 29 seats and motor vehicles transporting hazardous goods related to fire and explosion;
e) Persons assigned fire prevention and fighting duties at facilities listed in Appendix IV issued together with this Decree;
g) Members of forest fire prevention and fighting teams, units.

3. Duration of training and supplementary training on fire prevention and fighting skills

c) The annual supplementary training duration on fire prevention and fighting skills is at least 08 hours for subjects specified in Points a, b, d, dd, e, and Point g, Clause 1 of this Article and at least 16 hours for subjects specified in Point c, Clause 1 of this Article.
Thus, the annual supplementary training duration on fire prevention and fighting skills for the grassroots fire prevention and fighting team is at least 8 hours.
Who has the authority to establish and manage the grassroots fire prevention and fighting team in Vietnam?
Article 44 of the 2001 Law on Fire Prevention and Fighting (revised by Clause 25, Article 1 of the 2013 Law on Amendments to the Law on Fire Prevention and Fighting, and by Clause 1, Article 32 of the 2023 Law on Forces Participating in the Protection of Security and Order at the Grassroots Level) provides regulations on the establishment and management of the civil defense team, grassroots fire prevention and fighting team, and the specialized fire prevention and fighting team as follows:
Establishment and management of the civil defense team, grassroots fire prevention and fighting team, and specialized fire prevention and fighting team
The civil defense team is established in villages, residential groups. Persons recognized as the Head, Deputy Head of the Security and Order Protection Team according to the law on forces participating in the protection of security and order at the grassroots level are appointed as the Head, Deputy Head of the civil defense team. The civil defense team is established and managed by the Chairman of the commune-level People's Committee.
At the grassroots level, a grassroots fire prevention and fighting team must be established. The grassroots fire prevention and fighting team is established and managed by the head of the agency or organization.
The specialized fire prevention and fighting team is a grassroots fire prevention and fighting team organized to meet the specific operational requirements of the establishment, established and managed by the head of the agency or organization.
The following establishments must establish a specialized fire prevention and fighting team:
a) Nuclear facilities;
b) Airports, seaports;
c) Oil and gas exploration and processing facilities;
d) Coal mining facilities;
dd) Weapon and explosive production warehouses;
e) Other establishments as specified by the Minister of Public Security.
- The decision to establish the civil defense team, grassroots fire prevention and fighting team, and specialized fire prevention and fighting team must be sent to the local Fire Prevention and Fighting Police agency for management.
Thus, the head of the agency or organization is the one who establishes and manages the grassroots fire prevention and fighting team.
