Based on Article 24 of the Procedures issued together with the Decision 740/QD-TTg in 2019, the responsibilities of the directors of the following hydropower companies: Son La Hydropower, Hoa Binh Hydropower, Tuyen Quang Hydropower, Thac Ba Joint Stock Hydropower, and Hoi Quang - Ban Chat Hydropower, in operating reservoirs in the Red River basin during the flood season in Vietnam are as follows:
- Implement the operation of the reservoirs according to the provisions of this Procedures.
- Monitor the meteorological and hydrological conditions; implement monitoring and forecasting systems and provide data according to the regulations in Articles 27 and 28 of this Procedures.
- Install surveillance cameras for water discharge and transmit image signals to the Central Steering Committee for Natural Disaster Prevention and Control, the Ministry of Natural Resources and Environment, the Ministry of Industry and Trade, the Vietnam Electricity Group, the Water Resources Management Department, and the Power Regulation Department. Establish and install an automatic online monitoring system for reservoir discharge operations as specified.
- Provide reservoir operation data to the Water Resources Management Department and the Power Regulation Department on daily basis as required.
- Develop emergency plans for dam protection in emergency situations and submit them to the Ministry of Industry and Trade for approval after obtaining input from the Central Steering Committee for Natural Disaster Prevention and Control and relevant local authorities and organizations.
- During the flood season:
+ The directors of Son La, Hoa Binh, Tuyen Quang, Hoi Quang - Ban Chat Hydropower Companies, and Thac Ba Joint Stock Hydropower Company are responsible for implementing the operation orders of the Central Steering Committee for Natural Disaster Prevention and Control according to the provisions of this Procedures.
+ In the event of abnormal situations where the operation cannot be carried out according to the operation orders, the directors of the above-mentioned hydropower companies must immediately report to the Central Steering Committee for Natural Disaster Prevention and Control for guidance and report to the Minister of Industry and Trade and the provincial People's Committee where the construction of the project is located.
+ If there is an operation order for the floodgates of the Hoa Binh reservoir and the water level at the Hoa Binh hydrological station is forecasted to exceed 24m, the director of Hoa Binh Hydropower Company must notify the Chairman of the provincial People's Committee and the Head of the provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Hoa Binh province.
+ If there is an operation order for the floodgates of the Tuyen Quang reservoir and the water level at the Tuyen Quang hydrological station exceeds 26m, the director of Tuyen Quang Hydropower Company must notify the Chairman of the provincial People's Committee and the Head of the provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Tuyen Quang province.
+ If there is an operation order for the floodgates of the Son La reservoir, the director of Son La Hydropower Company must immediately notify the director of Hoa Binh Hydropower Company.
+ If there is an operation order for the floodgates of the Thac Ba reservoir for flood discharge, the director of Thac Ba Joint Stock Hydropower Company must notify the Chairman of the provincial People's Committee and the Head of the provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Yen Bai province.
- The director of Hoa Binh Hydropower Company will lead and coordinate with the directors of the management units of the Son La, Lai Chau, Thac Ba, Tuyen Quang, Hoi Quang, and Ban Chat reservoirs, as well as relevant agencies and organizations, to establish a coordination mechanism for reservoir operations and the provision of meteorological and hydrological information and reservoir operation data.
