Pursuant to Article 4 of Circular 55/2020/TT-BCA stipulates as follows:
Responsibilities of Commune, Ward and Town Police
1. Receive reports from individuals, agencies and organizations about fires and explosions occurring in the area and promptly organize verification to report to competent authorities for coordinated resolution.
2. When determining a fire or explosion, the Commune, Ward or Town Police (hereinafter referred to as the Commune Police) are responsible for immediately reporting to the Fire Prevention, Fighting and Rescue unit; At the same time, report to the Chairman of the Commune People's Committee and the Chief of Police of districts, towns, provincial cities, and centrally run cities (hereinafter referred to as District Police); Send officers to promptly present at the scene of the incident, organize taking victims to emergency, protect property, and protect the scene; Coordinate to ensure security and order in areas where fires and explosions occur at the request of competent agencies and persons.
3. Detect and record traces and evidence left at the scene; Coordinate forces to determine initial damage to people and property; Find someone who knows the job to take testimony, preliminary determination of the first fire or explosion area, sound and light characteristics of the fire or explosion or clearly state full name, age, address, identity card number ( or citizen identification card), their phone number to serve investigation. Report specifically on the relevant situation and hand over the work done to the competent authority and person.
4. Coordinate with the Investigation Agency, agencies and units of the Fire Prevention and Fighting Police and competent rescue units in investigating and resolving fires and explosions when requested.

Responsibilities of the District Police have established the Fire Prevention, Fighting and Rescue Police Team in Vietnam
Pursuant to Article 5 of Circular 55/2020/TT-BCA stipulates:
The District Police Chief is responsible for directing, organizing the investigation, and resolving fires and explosions occurring in the area under his/her management (except for cases falling under the investigation and resolution authority of superior investigation agencies and People's Army Criminal Investigation Agency), specifically as follows:
1. Police force for fire prevention, fighting and rescue
a) Be present immediately after receiving news of a fire or explosion to carry out firefighting, rescue and recovery activities; quickly determine initial damage, identify victims, witnesses and related people; hand over the scene to the commune-level police force to organize protection after completing the firefighting, rescue and recovery tasks; Check the initial testimony of witnesses, preliminary determine the first fire and explosion area.
b) Coordinate with Investigation Agencies at all levels, Forensic Technical Force, Fire Prevention, Fighting and Rescue Police agencies at higher levels to perform scene examination and other investigative activities.
c) Receive and handle administrative violations according to authority in cases of fires and explosions without signs of crime but with signs of administrative violations on fire prevention and fighting transferred by the Investigation Agency.
2. Investigation Police Force
a) Preside over and coordinating with the Fire Prevention, Fighting and Rescue Police force and the Forensic Engineering Force to conduct investigations and resolve fires and explosions right from the beginning.
During the investigation and resolution process, if signs of a crime are discovered, the investigation will be accepted according to authority or transferred to a competent investigation agency to handle the investigation.
b) Receive documents and evidence and organize investigations of fires and explosions with signs of crime transferred by other agencies or units for investigation and resolution according to authority.
Responsibilities of the District Police have not established a Fire Prevention, Fighting and Rescue Police Team in Vietnam
Pursuant to Article 6 of Circular 55/2020/TT-BCA stipulates:
1. Coordinate with the Fire Prevention, Fighting and Rescue Police force to carry out firefighting, rescue and salvage activities according to regulations, quickly identify initial damage; Take charge and coordinate with relevant forces to protect the scene, identify victims, witnesses and related people.
2. Take charge of organizing the investigation and resolution of fires and explosions occurring in the area (except for cases falling under the investigation and resolution authority of the superior investigation agency, the Fire Prevention, Fighting and Rescue Police Department under the Provincial Police, and the Fire Prevention, Fighting and Rescue Police Department, rescue and investigation agency in the People's Army).
3. Coordinate and send people to participate in investigating and resolving fires and explosions at the request of superior investigation agencies, fire prevention and fighting police agencies and rescue agencies.
4. Receive and handle administrative violations according to authority in cases of fires and explosions that do not have signs of crime but have signs of administrative violations on fire prevention and fighting transferred by other agencies.
