Based on Subsection 3, Section II, Appendix 02 of Decision 3196/QD-BTNMT in 2019, the database management system for managing officials and public employees in the field of Natural Resources and Environment in Vietnam is as follows:

- Objectives:

+ Store the personnel records of officials and public employees in the Natural Resources and Environment sector in digital form, ensuring data consistency and compliance with the prescribed format for personnel records.

+ Ensure the security for the centralized database located at the Ministry of Natural Resources and Environment. Access to data is granted based on individual permissions at various units. The system can be expanded to accommodate other units (if necessary) and can be integrated with other personnel databases within the Natural Resources and Environment sector, eventually linking to the MoNRE's electronic portal.

+ Allow for large-scale storage of data without significant space and preservation efforts. Easy retrieval and search capabilities when needed.

- Scope:

+ The database manages and stores all information related to officials and public employees under the MoNRE.

- Content of information and data:

+ Store information related to personnel records, including general information, training history, work experience, family relations, salary history, rewards, disciplinary actions, and other relevant information.

+ Store information on the organizational structure of the units under the MoNRE.

+ Store information on personnel-related tasks such as transfers, reassignments, diplomatic missions, recruitments, appointments, and dismissals.

+ Store information on personnel recruitment activities.

+ Store information on personnel training activities.

+ Store information on policy-related matters such as salary increases, promotions, rank transfers, rewards, disciplinary actions, retirement, resignation, insurance, and seniority allowances beyond the set framework.

+ Store information on common reference categories such as ethnicity, religion, public employee rank, position, allowances, training fields, training types, form templates, basic salary, etc.

+ Store information on statistical reports, both regular and ad hoc, as per the prescribed format.

- Main functions and tasks:

+ Support the management of personnel records.

+ Support the organizational structure of the MoNRE.

+ Support personnel-related tasks such as transfers, reassignments, diplomatic missions, recruitments, appointments, and dismissals.

+ Support personnel recruitment activities.

+ Support personnel training activities.

+ Support policy-related matters such as salary increases, promotions, rank transfers, rewards, disciplinary actions, retirement, resignation, insurance, and seniority allowances beyond the set framework.

+ Support reporting and statistical analysis based on the prescribed format and ad hoc requirements.

- Integration with other IT systems/databases:

+ Information groups that need to be connected and shared with other IT systems/databases:

+ User database: Retrieve user information to grant access permissions and link users to officials and public employees within the MoNRE.

+ Training database: Retrieve information on training courses, certificates/degrees to update personnel records.

- Information groups that need to be shared with other IT systems/databases:

+ Organizational structure information: Provide and share organizational structure information with other IT systems/databases upon request.

+ Personnel record information: Provide and share basic personnel record information based on the 2C-2008/BNV template to other IT systems/databases upon request.

- Infrastructure, technical, and technological aspects:

+ IT infrastructure: Utilize the centralized IT infrastructure of the MoNRE.

+ Core technology: Relational database management system.
