What are regulations on restoration, conservation of archival documents in the field of natural resources and environment in Vietnam?
Based on Article 18 of the Technical Regulations and Economic-Technical Norms on the collection, storage, preservation, and provision of information and data on resources and the environment - Circular 03/2022/TT-BTNMT (effective from April 15, 2022), the regulations regarding the restoration and conservation of archival documents in the field of resources and the environment are as follows:
1. Damaged documents must be promptly restored, repaired, or a backup copy made.
2. Restoration and conservation of paper-based archival documents:
a) Patching and pasting for documents in good physical condition but torn or with small holes on the surface.
b) Restoration and reinforcement for fragile and severely damaged documents that are one-third of the paper size or larger.
c) Documents that are heavily damaged to the extent that restoration of the original document is not possible must undergo measures to restore the content of the document to preserve the information.
3. Measures for digital archival documents: Create a minimum of 02 backup copies on independent storage media and store them in different locations to ensure that damaged documents can be restored to their original state from the backup copies.

What are regulations on disposal of documents that have lost their value in the field of natural resources and environment in Vietnam?
Based on Article 19 of this Circular, the disposal of documents that have lost their value in the field of resources and the environment is regulated as follows:
1. Documents that have lost their value for storage include:
a) Documents that have exceeded their retention period.
b) Documents that are damaged beyond restoration or repair.
c) Redundant documents.
2. The authority and procedures for determining the disposal of documents that have lost their value shall be carried out in accordance with the provisions of Article 28, paragraphs 1 and 2 of the Archives Law.
3. The disposal of documents that have lost their value must be carried out for the entire information contained in the documents and files listed in the approved list of documents that have lost their value, ensuring that the disposed information cannot be recovered, and must be documented in a report.
4. Electronic archival documents that have lost their value shall be disposed of according to the authority and procedures similar to other non-valuable storage media.
5. The records of the disposal of documents that have lost their value shall be carried out in accordance with the provisions of paragraph 4 of Article 28 of the Archives Law and other relevant legislation.
6. The records of the disposal of documents that have lost their value must be retained by the agency or organization with the disposed documents for a minimum period of 20 years from the date of disposal.
