What are regulations on response plan; interpretation of definitions and terms used in the response plan in Vietnam?
Section I, Part I, Appendix II of the Requirements for Radiation Security for Radiation Sources and Transportation of Nuclear Material, issued together with Decree 142/2020/ND-CP, provides regulations on response plan; interpretation of definitions and terms used in the response plan as follows:
1. Legal basis, scope of application and applicable entities of the response plan; explain the concepts and terms used in the response plan.
2. Description of the type of radiation work of the facility; risk analysis and identification of possible accident situations, consequences.
3. Organizational chart for responding to accidents at the facility; responsibilities of relevant organizations and individuals and resources for responding to accidents.
4. Scenarios for responding to each possible accident situation, including the following contents:
a) Receiving and processing accident information: Procedures for receiving and processing information; instructions for protecting the public and limiting the spread of the accident, determining the level of mobilization of initial response resources;
b) Notification to organizations and individuals participating in the response to the accident: Procedures for notifying organizations and individuals participating in the response to the accident; regulations on the person responsible for commanding the response to the accident at the scene;
c) Mobilization of resources and implementation of response: Regulations on the responsibility for mobilizing and deploying response resources;
d) Carrying out intervention measures at the scene: Evacuation of people when necessary, conducting classification of people contaminated with radiation and conducting on-site decontamination, recovering radioactive sources or decontamination, protecting response personnel and the public, emergency care and treatment for victims...; request for support for response;
dd) Ending the response activities and preparing for a long-term recovery plan: How to make a decision to end the accident and notify the public of that decision; identify criteria and develop plans for radiation control, environmental remediation, monitoring and treatment of victims;
e) Report on the end of the accident: Recipient, time of sending, content of the report (response activities, accident remediation measures that have been implemented, consequences for humans, consequences for the environment, radiation dose assessment, conclusions and recommendations).

6. Supporting documents:
a) List of radioactive sources and radiation equipment at the facility (source/equipment information, relevant licenses);
b) Layout diagram of the facility, where radiation work is carried out;
c) List of equipment used in emergency response;
d) List of organizations, individuals participating in emergency response and supporting organizations and individuals, addresses, and contact numbers;
dd) Forms: Notification and receipt of information; request for assistance; Report during the response process and after the end of the accident.
