What are regulations on electronic records of resources and the environment in Vietnam?
Based on Article 20 of the Technical Regulations and Economic-Technical Norms on the collection, storage, preservation, and provision of information and data on resources and the environment - Circular 03/2022/TT-BTNMT (effective from April 15, 2022), the regulations on electronic records regarding resources and the environment are as follows:
1. Electronic records on resources and the environment include:
a) Electronic records generated during the operation of agencies and organizations;
b) Electronic records created through the digitization of information and records stored on other media.
2. Electronic records on resources and the environment must meet the standards for input data as stipulated in Article 21 of this Circular; ensure inheritance, consistency, authenticity, safety, and accessibility; and be preserved and used according to professional methods, archival practices, and information technology in the electronic records management system for resources and the environment.

What are regulations on standards for input data on resources and the environment in Vietnam?
Based on Article 21 of the above Regulations, the standards for input data on resources and the environment are as follows:
1. Electronic records digitized from paper-based records: Portable Document Format (.pdf), version 1.4 or higher; color images; minimum resolution: 200 dpi; scanning ratio: 100%.
2. Electronic records digitized from paper maps: GeoTIFF or GeoPDF format, minimum resolution of 400 dpi, scanning ratio 1:1, spatial referencing for digitized maps according to the corresponding paper map coordinate system.
3. Electronic records digitized from film or aerial images: GeoTIFF format, sigma 22 μm resolution, scanning ratio 1:1, spatial referencing for digitized film or aerial images according to the corresponding film or original aerial image coordinate system.
4. Image documents: JPEG format; minimum resolution of 200 dpi.
5. Audiovisual documents (recordings): MPEG-4, .avi, .wmv format; minimum bit rate of 1,500 kbps.
6. Audio documents: MP3, .wma format; minimum bit rate of 128 kbps.
7. Electronic records created from specialized systems for inclusion in electronic archives include electronic documents generated during the monitoring and resolution of tasks by agencies, organizations, and individuals, as well as record descriptions according to Section 2, Appendix II issued with this Circular.
8. Other document formats are included in electronic archives according to the regulations of resource and environmental sector-specific legislation.
9. Documents included in electronic archives must be digitally signed with the digital signature of the managing agency or organization for digitized record storage: Positioned in the top right corner of the first page of the document; the image is the seal of the agency or organization, in red color, with dimensions equal to the actual size of the seal, in Portable Network Graphics (.png) format with a transparent background; information includes the name of the agency or organization, signing date (day, month, year; hour, minute, second; Vietnam time zone according to ISO 8601 standard). The file name includes the record code and the document's sequential number in the record, separated by a dot.
