Based on Section 5, Part IV, Appendix 02 of the Decision 3196/QD-BTNMT in 2019, the national database system on land within the Government's electronic architecture of the Ministry of Natural Resources and Environment (MoNRE) is described as follows:
- Objectives:
The national land database (from central to local levels) serves land management at various levels, provides public services related to land, and shares land information with other sectors (tax, notary, banking, etc.).
- Scope:
Implementation from central to local levels.
- Information and data content:
Components of the national land database include a collection of high-value land-related data that are arranged and organized as inputs for analysis, synthesis, and reporting to facilitate data sharing and utilization.
+ The national land database is regularly updated with data changes from the land information management software system.
+ The national land database stores all current and historical data of land parcels, including spatial land data, land attribute data, and other relevant data.
The main components of the national land database include:
+ Local land databases: cadastral database, basic land survey database, land planning and land use database, land price database, land statistics and inventory database, real estate transaction support database.
+ Central land databases: basic land survey database, land planning and land use database, land price database, land statistics and inventory database, thematic land database.
- Main functions and tasks:
+ Land mapping, land registration, and cadastral record management.
+ Land survey and assessment.
+ Land planning and land use management.
+ Land valuation.
+ Land statistics and inventory.
+ Management of land changes, registration, and issuance of land use rights certificates, housing, and other property.
- Interactions with other IT systems/databases:
