Timely relocate and evacuate people in key areas, at high risk of being affected by natural disasters to permanent and stable temporary places of residence, especially for the elderly, disabled, children and women pregnant. Actively plan to be prepared to respond to natural disasters in epidemic conditions.

In Article 2 of the plan for natural disaster prevention, control and response according to the level of natural disaster risk in the city, issued together with Decision 3843/QD-UBND of Ho Chi Minh City in 2021 stipulating requirements of disaster prevention, response and control according to disaster risk levels in Ho Chi Minh City as follows:

1. Mobilize the power of the entire political system; all branches and levels must thoroughly grasp and strictly implement the motto "four on the spot" (on-the-spot command; on-site forces; on-site means and supplies; on-site logistics) and the "three on-the-spot" principle. ready” (Proactive prevention, timely response, prompt and effective remedy).

2. 2. For tropical depressions: the highest risk level is level 3.

6. For strong winds at sea: the highest risk level is level 2.

In Article 5 of the plan for natural disaster prevention, control and response according to the level of natural disaster risk in the city, issued together with Decision 3843/QD-UBND of Ho Chi Minh City in 2021, stipulating decentralization in directing response, prevention and control against storms and tropical depressions in Ho Chi Minh City are as follows:

1. For storms and tropical depressions, the risk level is level 3

a) Directing agency: City Command for Disaster Prevention and Search and Rescue.

b) Commanding body:

- City level: The Department of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with the City Command, the City Border Guard Command, the City Police, the Department of Health, the Department of Transport, Department of Natural Resources and Environment and related departments and agencies.

- District level: Chairman of the People's Committee of Thu Duc city and districts.

- Commune level: Chairman of the People's Committee of ward - commune - township.

c) Rescue force: Army, border guard, police, health care, youth volunteer, fishery control, shock force and other forces of the city, district and commune level.

d) Vehicles and equipment: helicopters, canoes, boats, boats, specialized vehicles, buoys, life jackets and other common and specialized equipment.

2. For storms, the risk level is 4

a) Directing agency: City People's Committee

b) Commanding body:

- City level: City Command for Disaster Prevention and Search and Rescue.

- District level: Chairman of the People's Committee of Thu Duc city and districts.

c) Rescue force: Army, border guard, police, health care, youth volunteer, fishery control, shock force and other forces of the city, district and commune level.
