In Clause 1, Article 24 of the plan for natural disaster prevention, control and response according to the level of natural disaster risk in the city, issued together with Decision 3843/QD-UBND of Ho Chi Minh City in 2021 stipulating necessary natural disaster prevention and control measures before natural disasters in the context of epidemics are as follows:
1. Before the disaster
a) Actively monitor closely the situation and developments of natural disasters, epidemics and epidemic-prone areas.
b) Develop, adjust and supplement plans, plans and scenarios for natural disaster prevention and control to ensure epidemic prevention and control.
c) Consider the decision to establish a Working Group consisting of representatives of disaster prevention and search and rescue agencies and health agencies at all levels to assist in the implementation of disaster prevention, control and response activities, pandemic; Vaccinating and testing members of the Working Group, forces for prevention and control of natural disasters and epidemics.
d) Review and check contact information (telephone number, email...) and agree on communication methods between members of the Working Group, forces for natural disaster and epidemic prevention and control.
dd) Provide training in basic knowledge and skills on natural disaster and epidemic prevention, control and response for the Working Group and force for natural disaster and epidemic prevention and control.
e) Propaganda and guidance in various forms to the community (especially vulnerable people) on ensuring disaster safety in the context of epidemics.
g) Regularly update information on developments of natural disasters and epidemics; clearly understand the tasks, coordination mechanisms and plans to respond to natural disasters in the context of epidemics; properly use the necessary means, equipment, supplies, and medical protective equipment to ensure safety in disease prevention and control when performing their duties.
h) Organize the plan on relocation and evacuation of people, inspect and ensure the requirements and conditions for disease prevention and control as prescribed in the evacuation of people, safe natural disaster shelters (details according to the provisions of Appendix II attached).
i) Arrange and reserve necessary means and supplies for natural disaster prevention and control, biological products, medical supplies, and necessary epidemic prevention and control equipment. 2. During natural disasters
a) Deploy the developed plans and scenarios to operate, direct and make decisions on the spot to ensure response to the situation of natural disasters and epidemics.
b) Monitor natural disaster developments, inspect high-risk areas, regularly update information on natural disasters and epidemics in the locality; comply with the "5K" principle and regulations on ensuring safety and disease prevention when performing tasks.
c) Emergency evacuation of people at incident places and dangerous areas to a safe place. In the process of evacuating people, it is necessary to ensure the requirements and conditions for disease prevention and control; at the same time, ensure security, order, and protect property in areas where natural disasters and epidemics occur and at safe shelters (details according to attached Appendix II).

3. After the disaster
