What are general regulations on fire safety when designing buildings and constructions in Vietnam?

Pursuant to Section 1.5.1 of the QCVN 06:2021/BXD (national technical regulations on fire safety for buldings and constructions) issued together with the Circular 02/2021/TT-BXD stipulating as follows: 

Design of buildings must include appropriate structural solutions, premise – spatial distributions and construction techniques that, in case of fire:  

- The buildings can maintain overall integrity and deformation resistance in a specific period of time which is prescribed by fire resistance category of the buildings

- All building inhabitants (regardless of age and health conditions) can evacuate outside to safe area (hereinafter referred to as “outside”) prior to being met with life and health threatening risks which are produced by harmful factors of the fire.

- Ability to rescue humans is guaranteed.

- Firefighting brigade and facilities can access the fire, commence firefighting activities, and rescue humans and properties. 

- Fire is prevented from spreading to adjacent buildings even when the burning buildings collapse.

- Direct and indirect damage to tangible assets including buildings and contents thereof is limited, taking into account economic relation between damage cost and costs for fire prevention, firefighting solutions and technical equipment. 

What are general regulations on fire safety for buildings and constructions during their construction in Vietnam?

Pursuant to Section 1.5.2 of the QCVN 06:2021/BXD (national technical regulations on fire safety for buldings and constructions) issued together with the Circular 02/2021/TT-BXD stipulating as follows: 

During construction process:

- Adopt fire prevention and firefighting solutions as per design satisfactory to applicable standards and regulations, and approved as per the law.

- Fulfill fire prevention and firefighting requirements for constructions in progress and auxiliary works, and regulations on fire prevention and firefighting in construction and installation as per applicable fire prevention and firefighting laws.

- Equip operational fire-fighting facilities as per the law.

- Guarantee the abilities of exiting safely, rescuing humans and protecting properties in case of fire breaking out while construction is in progress and in construction site.
