Water Cutoff Due to Non-Payment of Residential Water Bills: Is Prior Notice Required?
At Clause 2, Article 45 of Decree 117/2007/ND-CP on water payment regulations, it is stipulated as follows:
Service Interruption
a) For household water consumers using water for domestic purposes:
- The water supply unit may suspend water service from the connection point if the water consumer fails to fulfill the obligation of paying the water bill, violating the regulations of the Water Service Contract after 5 weeks from the notice to the water consumer about the service interruption;
- If the water consumer fails to fulfill the payment obligation for an objective reason that has been previously notified to the water supply unit, the service interruption will be applied after 10 weeks from the notice about the service interruption.
b) For other water usage subjects:
The water supply unit may suspend water service from the connection point if the water consumer fails to fulfill the obligation of paying the water bill, violating the regulations of the Water Service Contract after 15 working days from the notice to the water consumer about the service interruption.
=> Thus, in the case where a domestic water consumer does not fulfill the payment obligation as stipulated, water service will be suspended. The water service suspension will not be announced in advance.
