Article 13 of the Procedure for Inspection and Certification of Operation for positions directly involved in the work of dispatching and operating the national power system, issued with Decision 69/QD-DTDL of 2018, stipulates:
Regional dispatching levels are responsible for organizing training for the title of SCADA/EMS Engineer of the regional power system with the following main contents:
The system of legal documents directly related to the operation of the SCADA system, telecommunications, and electricity metering serving the dispatching and operation of the power system.
Structure and operational organization of the national power system and regional power systems.
Operational organizational structure, telecommunications system model, information, and infrastructure for electricity metering serving the operation and dispatching of the national power system.
Overview of power sources, power grids, and electrical loads of the regional power system.
Basic theory of telecommunications informatics and measurement control such as centralized and distributed processing systems; multitasking, real-time operating systems; LAN, WAN networks; information systems and devices; data transmission standards and communication protocols; principles of measurement and control.
The SCADA/EMS system of the national power system, including functions, structure, basic elements, and principles of operation; key steps in the process of installing, testing, and commissioning a SCADA/EMS system; operation of the SCADA/EMS system, RTU/Gateway terminal systems, control systems; unmanned substations, remote control, and operation.
Regulations for inspection, testing, maintenance, and upkeep of SCADA/EMS system equipment and related knowledge on security, initial handling of SCADA/EMS system incidents.
