Training and Drill Documentation for Emergency Response and Activity Recovery Plan Following Incidents and Accidents in Petroleum Operations
According to Articles 25 and 26 of Circular 40/2018/TT-BCT, regulations on the development and content of safety management documents in petroleum activities are as follows:
Training and Emergency Response Drills:
- Training
- General regulations on theoretical and practical emergency response training.
- Emergency response training content for each group of personnel and work groups.
- Training plans and programs.
- Drills
- Forms of drills: Desk-based and live exercises.
- Drill plans.
Desk-based drills must be organized before conducting petroleum activities.
The drill plan must clearly describe the type of situation, content of the drill, frequency, participants, planned time and location, and external agencies involved.
Post-incident, Accident Operation Recovery Plan:
The recovery plan for facility operations includes investigation, evaluation of causes, and consequences to re-establish and enhance the safety level of the facility.
The requirements for main contents include:
Procedures for investigating and evaluating the causes and consequences of accidents and incidents.
Plan to upgrade preventive, emergency response measures, and enhance the safety level of the facility.
