Pursuant to Article 1 of the Decision 2868/QĐ-BTNMT (effective 01/01/2023) stipulating the position and function of the Ministry of Natural Resources and Environment in the Department of Digital Transformation and Environmental Resource Data Information in Vietnam as follows:

1. The Department of Digital Transformation and Information of Natural Resources and Environment is an organization directly under the Ministry of Natural Resources and Environment, with the function of advising and assisting the Minister in uniformly managing information technology application activities, digital transformation, development of e-Government towards digital government in natural resources and environment; organize the construction, management and operation of the national information system and database system of natural resources and environment; archives, information materials, library of natural resources and environment; provide public services in accordance with the law.

2. The Department of Digital Transformation and Information of Natural Resources and Environment Data has legal status, its own seal and account in accordance with the law. Its headquarter is in Hanoi.

What is tasks and powers of the Ministry of Natural Resources and Environment in the Department of Digital Transformation and Environmental Resource Data Information in Vietnam?

Pursuant to Article 2 of the Decision 2868/QĐ-BTNMT (effective 01/01/2023) stipulating tasks and powers of the Ministry of Natural Resources and Environment in the Department of Digital Transformation and Environmental Resource Data Information in Vietnam as follows:

1. Formulate and submit to the Minister mechanisms, policies, legal documents, economic-technical norms, standards, technical regulations, processes and regulations on information technology application, develop digital infrastructure, digital platforms, digital data platforms, databases and digital platforms, applications and services; safety information; the work of archiving and information materials, the library of resources and the environment.

2. Formulate and submit to the Minister of strategy, planning, plans, programs, schemes, projects and professional tasks on information technology application, development of digital infrastructure, digital platforms, and digital data platforms, databases and digital applications and services; safety information; archiving and information materials, library of resources and environment; guide, inspect and organize the implementation after being approved.

3. Guide and inspect the implementation of legal provisions on: information technology application activities; digital transformation, development of e-Government towards digital government, digital economy and digital society; information safety, network security protection; archiving and information materials, resource and environment libraries at units in the natural resources and environment industry and related organizations.

4. Appraise technology, technical solutions, professional expertise for the application of information technology, digital transformation, development of e-Government towards digital government; the construction, management, operation, provision, exploitation and use of digital infrastructure, digital data platforms, databases and digital platforms, applications and services; ensure information safety, protect network security; archiving and information materials, the library of natural resources and environment of the units under the Ministry.

5. Guide, inspect, supervise the construction, test and takeover, evaluate the effectiveness for: the application of information technology, digital transformation, development of e-Government towards digital government; the construction and operation of digital infrastructure, digital data platforms, databases and digital platforms, applications and services; the assurance of information safety, protection of network security; on the work of archiving and information materials, the library of natural resources and environment under the authority and assignment of the Minister.

6. Regarding information technology application, e-Government development towards digital government

a) Develop and improve working methods and processes of the natural resources and environment industry in the digital environment;

b) Build, manage, operate and update: e-Government Architecture, Digital Government Architecture of the Ministry; Electronic architecture applied in the fields of natural resources and environment; the database system of the shared list of natural resources and environment sectors;

c) Build, manage and operate e-Government platforms towards digital government, integrate, connect and interoperate with platforms of the Government, ministries, branches and localities according to regulations;

d) Manage and guide the implementation of digital signatures, digital certificates and certification of government-specific digital signatures of units under the Ministry;

dd) Organize the measurement, statistics, evaluation and ranking of information technology application, digital transformation, development of e-Government towards digital government in the natural resources and environment sector as prescribed;

e) Propose, participate in the appraisal of plans for renting, investing, and purchasing information technology equipment and services, platform application software, and software with a large number of users, low frequency of concentration and organization of implementation as assigned by the Minister;

g) Propose the allocation of resources for information technology application, digital transformation, e-Government development towards the digital government in the natural resources and environment sector as assigned by the Minister.

7. Information about natural resources and environment

a) Guide and inspect the collection, construction, management, storage, operation, integration, connection, interconnection, exploitation, sharing and use of information, resource data and environment schools as assigned by the Minister;

b) Guide and appraise the construction, management and development of data infrastructure, specialized and national databases to ensure the development of the Digital Government; connect and share with national databases, specialized databases of ministries and branches with localities; the analysis, processing, services of information, digital data; the provision, sharing, use and opening of data in accordance with the law;

c) Build, manage, operate, collect, update, process, provide and share data and information of national database systems, aggregate and share resources and environment as assigned by the Minister;

d) Build, manage and operate data warehouse, big data and data processing center of shared environmental resources; develop, manage, mine, analyze and process aggregated and intelligent data for digital transformation, develop e-government towards digital government, digital economy in natural resources and environment as assigned by the Minister;

e) Build, manage, administer, monitor and operate the Integrated Platform, share data of the resource and environment industry connected with the National Data Sharing and Integration Platform, share data of ministries, branches and localities; build, manage and operate the Data Portal, which opens resources and environment for providing data, open data, and shared data in accordance with legal regulations;

g) Design, integrate and connect natural resources and environment data to meet the requirements of smart city development as assigned by the Minister.

8. Development and operation of digital infrastructure

a) Build, manage and operate the digital infrastructure system, network infrastructure of the Ministry to unify, connect and connect with the digital infrastructure of the Government, ministries, branches and localities according to regulations;

b) Build, manage, deploy and safely operate information, linking data centers of the Ministry. Manage and safely operate information of cloud computing infrastructures, internet of things (IOT) connection infrastructure, data mining platforms and connecting to government infrastructures, ministries, branches and localities;

c) Organize the implementation of IPv6 transition (6th generation internet protocol) for digital infrastructure, network systems, digital services and digital platforms of the Ministry.

9. About digital platforms, applications, digital services

a) Act as the focal point for management, operation and connection with digital platforms, applications and digital services of the Government, ministries, branches and localities according to the tasks of the Ministry of Natural Resources and Environment;

b) Organize the construction, development and operation of digital platforms and digital applications for common use in big data mining, analysis, processing, synthesis, statistics, forecasting, warning in service of digital transformation of natural resources and environment sectors as assigned by the Minister;

c) Build and develop digital platforms, applications, services, open platforms, open ecosystems in digital transformation, developing e-Government towards digital government in the resource sector and assigned environment of the Minister;

d) Build, manage, deploy and operate the System of Intelligent Monitoring and Operations Center (IOC) connected with the National Steering and Administration System, ministries, branches and localities.

10. Regarding information safety and confidentiality

a) Organize the implementation of information security assurance and network security protection; monitor and supervise the implementation of policies and laws on information security and protection of network security; organize activities and coordinate the network information security incident response network in the natural resources and environment sector;

b) Preside over the implementation, guidance, examination, supervision and assessment of information safety and network information security; network attack prevention; anti-malware protection; respond to and overcoming incidents of cyber attacks on digital infrastructure systems, digital platforms, digital applications, data platforms and databases managed by the Ministry;

c) Build, manage, deploy and operate the System of Centers for monitoring and operating information security, protecting network security according to a four-layer model for information systems of ministries, branches; connect, share information with the National Cybersecurity Monitoring System;

d) Appraise, approve or submit to competent authorities for approval dossiers of proposals, plans to ensure information security; guide, inspect and evaluate information system safety assurance by level for the Ministry's information system in accordance with law;

dd) Organize the development, coordination, rehearsal and training of plans to respond to risks and incidents of network information insecurity.

11. About the digital economy and digital society

a) Organize the implementation of tasks and solutions to develop the digital economy and digital society according to the National Strategy on development of the digital economy and digital society as assigned by the Minister;

b) Organize the construction and deployment of digital content and digital business applications and services, effectively exploit the digital ecosystem in terms of resources and environment, and contribute digital platforms to the development of the digital economy, digital society of natural resources and environment as assigned by the Minister.

12. Organize the implementation, deployment and operation of smart solutions in monitoring, monitoring, management, warning, information processing, natural resources and environment data as assigned by the Minister.

13. About archives, information materials and libraries

a) Inspect and provide professional guidance on the implementation of the law on specialized electronic archives and archives as prescribed. Organize the management, archiving, preservation and provision of materials and documents on natural resources and environment as assigned by the Minister.

b) Assume the prime responsibility for, and coordinate in publishing announcements of, the list of data and information on natural resources and environment on the Ministry's web portal;

c) Collect, update, register, store and publish information on tasks and application results of scientific and technological tasks of the Ministry as assigned by the Minister;

d) Assume the prime responsibility for performing library work in the natural resources and environment sector, including electronic libraries and related books, documents and materials as assigned by the Minister; development of information sources between information agencies - libraries about information resources on environmental resources.

14. Assume the prime responsibility for, and coordinate with relevant units in, publicizing, publicizing, providing, sharing and using information, documents, data, and open data on natural resources and the environment with agencies. manage the state, organizations and individuals at home and abroad according to the provisions of law and as assigned by the Minister.

15. Monitor, evaluate and report on information technology application, digital transformation, development of e-Government towards digital government, digital government and information security; archiving and information materials, library of natural resources and environment according to regulations.

16. Be the focal unit of the Ministry to organize and coordinate the implementation of the National Strategy, Program and Scheme on Digital Transformation, e-Government development towards digital government and digital economy development. and digital society, smart city development, national data development, cyber safety and security; Fourth industrial revolution, artificial intelligence, electronic document archiving and related national strategies, programs and projects as assigned by the Minister.

17. Organize scientific research, technology transfer, international cooperation, implementation of international cooperation programs and projects on information technology application, digital transformation, development of e-Government-oriented to digital government, digital economy, digital society; develop digital infrastructure, digital platform, digital services, digital data platform, database and information safety, protect network security; archives and information, materials and libraries in the natural resources and environment sector as assigned by the Minister.

18. Guide and support the Departments of Natural Resources and Environment of the provinces and centrally-run cities on information technology application, digital transformation, development of e-Government towards digital government; develop digital infrastructure, digital platforms, digital services, digital data platforms, databases; safety information; the work of archiving and information materials, the library of resources and the environment.

19. Organize the implementation of services, consulting and implementation on: information technology application; digital conversion; development of Government, e-Government, Digital Government; develop digital infrastructure, digital platforms, digital applications, digital services, digital data platforms, information systems, databases; safety information; archiving and information materials, library of natural resources and environment according to the provisions of law.

20. Coordinate with relevant agencies and units in propagandizing and disseminating legal contents and policies, raising awareness about digital transformation, e-Government towards digital government and economy number, digital society as assigned by the Minister. Organize training courses on information technology application, digital knowledge, skills and information security in digital transformation, e-Government development, towards digital government; archives and information, materials and libraries in the natural resources and environment sector as assigned by the Minister.

21. Organize the implementation of administrative reform according to the administrative reform program and plan of the Ministry.

22. Manage the organization, payroll, employment positions, civil servants, public employees and employees of the Department according to the decentralization of the Ministry of Natural Resources and Environment and according to the provisions of law; coordinate with the Department of Organization and Personnel in building and developing an organizational and human resource system in the application of information technology, digital transformation, information and data in the natural resources and environment sectors.

23. Manage finances and assets assigned by the State; perform the responsibilities of the level II cost estimate unit towards the units under the Department according to the provisions of law.

24. Perform other tasks assigned by the Minister.

What are the regulations on the leadership of the Department of the Ministry of Natural Resources and Environment in the Department of Digital Transformation and Environmental Resource Data Information in Vietnam?

Pursuant to Article 3 of the Decision 2868/QĐ-BTNMT (effective 01/01/2023) stipulating the leadership of the Department of the Ministry of Natural Resources and Environment in the Department of Digital Transformation and Environmental Resource Data Information in Vietnam as follows:

1. The Department of Digital Transformation and Information of Natural Resources and Environment has a Director and no more than 03 Deputy Directors.

2. The Director of the Department is answerable to the Minister for the assigned tasks; promulgate special documents, professional guidance documents according to their assigned functions and tasks and other documents as decentralized and authorized by the Minister; promulgate working regulations and administer the Department's activities.

3. The Deputy Director assists the Director and is answerable to the Director for the assigned field of work.
