Requirements on Fire Prevention and Fighting in the Renovation and Change of Use of Buildings

According to Article 11 of Decree 136/2020/ND-CP (Effective from January 10, 2021), when renovating or changing the nature of use of a project, project item (hereinafter referred to as the project), it must comply with the regulations, standards, and requirements for fire prevention and firefighting with the following content:

- The location of the construction project must ensure a safe distance for fire prevention and firefighting from surrounding projects.

- The fire resistance level of the project must be appropriate to the scale and nature of the project's activities; solutions must be in place to ensure fire prevention and prevent the spread of fire between project items and between different projects.

- The production technology, electrical system, lightning protection, anti-static, explosion prevention of the project, and the arrangement of technical systems, equipment, materials must meet safety requirements for fire prevention and firefighting.

- Escape routes, escape doors, lighting devices, escape direction indicators, signaling; anti-smoke ventilation; rescue means must ensure quick and safe evacuation.

- The transportation system, parking area serving mechanical firefighting vehicles must ensure the required dimensions and load capacity; the firefighting water supply system must meet the fire fighting requirements.

- The fire alarm system, fire fighting system, and other fire fighting means must ensure an adequate quantity; installation locations and technical parameters must be suitable with the characteristics and nature of the project's activities.
