What are the requirements on security assurance for transporting radiation sources by road, railways, and inland waterways in Vietnam?
What are the requirements on security assurance for transporting radiation sources by road, railways, and inland waterways in Vietnam?
Section VI, Part I, Appendix I, Requirements for Security Assurance for Transporting Radiation Sources and Nuclear Materials, issued in conjunction with Decree 142/2020/ND-CP, the requirements on security assurance for transporting radiation sources by road, railways, and inland waterways in Vietnam are specified as follows:
-
Prescribe the responsibilities and power of each individual within organizations sending, transporting, and receiving goods in the assurance of the radiation source security.
-
Implement measures to secure the package to the transport vehicle to prevent unauthorized relocation.
-
In the case of transporting a radiation source under Security Level A, police forces must accompany the shipment to ensure priority during transit and readiness to respond to security breaches concerning the transported package.
What are the regulations on the classification of nuclear materials in Vietnam?
Section I, Part II, Appendix I, Requirements for Security Assurance for Radiation Sources and Nuclear Material Transportation, issued in conjunction with Decree 142/2020/ND-CP, the classification of nuclear materials in Vietnam is specified as follows:
Material |
Form |
Group |
||
I |
II |
III |
||
Plutoni1 |
Unirradiated 2 |
≥ 2 kg |
< 2 kg and > 500 gam |
≤ 500 gam and > 15 gam |
Urani-235 |
Unirradiated3: |
|||
- Enriched u ≥ 20% 235U |
≥ 5 kg |
< 5kg and > 1 kg |
≤ 1 kg và > 15gam |
|
- Enriched ≥ 10% 235U và < 20% 235U |
≥ 10 kg |
> 1 kg và < 10 kg |
||
- Enriched 235U above natural level but < 10% |
≥ 10 kg |
|||
Urani-233 |
Unirradiated 4 |
≥ 2 kg |
< 2 kg và > 500 gam |
≤ 500 gam and > 15 gam |
Irradiated Fuel |
Depleted or natural uranium, Thorium, or low-enriched fuel (less than 10% fissionable material)5 |
1 All plutonium except plutonium with a Pu-238 concentration greater than 80%.
2,3,4 Material not irradiated in a reactor or irradiated but with a radiation level ≤ 1 Gy/h at 1 meter without shielding.
5 For other types of fuel containing nuclear material in Group I or II before irradiation, the classification may be downgraded to the adjacent lower group if the radiation level of the fuel exceeds 1 Gy/h at 1 meter without shielding.
Sincerely!
