Powers of Council Members for Appraisal of Strategic Environmental Assessment Reports

The authority of a member of the appraisal council for strategic environmental assessment reports, environment impact assessment reports is stipulated in Article 21 of Circular 27/2015/TT-BTNMT on strategic environmental assessment, environmental impact assessment and environmental protection plans issued by the Minister of Natural Resources and Environment. Specifically:

- Council members have the following rights:

+ Request the standing appraisal agency to provide documents related to the appraisal request dossier for research and evaluation;

+ Request the standing appraisal agency to organize meetings, specialized seminars, and other activities to directly serve the appraisal process;

+ Attend appraisal council meetings; participate in specialized seminars, conferences, and other activities directly serving the appraisal process as arranged by the standing appraisal agency;

+ Engage in direct dialogue with the project owner and the consulting unit preparing the strategic environmental assessment report, environmental impact assessment report during the council appraisal session; reserve the right to retain their opinion in case of any disagreement with the council's conclusion.

- Receive remuneration according to current financial policies when performing duties; be reimbursed for travel, accommodation, and other expenses in accordance with the law when participating in the activities of the appraisal council.
