Section II Part I Appendix II Security Requirements for Radioactive Sources and Transport of Nuclear Materials issued together with Decree 142/2020/ND-CP stipulates the emergency response plan for facilities packaging and transporting radioactive sources, nuclear materials of Groups 3, 4 as follows:

  1. Legal basis, responsibilities of organizations and individuals in the development, implementation, and amendment of the plan.

  2. Description of the type of radiation work of the facility; risk analysis and identification of possible accident scenarios and consequences.

  3. Guidelines on actions to be taken immediately when an incident occurs to minimize incident consequences.

  4. Response procedures for each possible incident scenario, including the following contents:

    a) Objectives;

    b) Steps to be taken, responsible entities, methods of implementation;

    c) Reporting during the response process and after incident resolution;

    d) Related organizations and individuals.

  5. Regulations on training, drills, and updating the emergency response plan.
