Management of Machine Prices in Mine and Explosive Ordnance Clearance: What are the Regulations?

Based on Article 6 of Circular 122/2021/TT-BQP on the management of machine shift rates in the task of bomb and mine clearance, the following regulations are stipulated:

- The Ministry of National Defense assigns the Command of Engineering to utilize the method of determining machine shift rates as guided in this Circular to establish and manage machine shift rates, and guide units, organizations, and individuals in applying machine shift rates to formulate estimates and settle payments for bomb and mine clearance tasks.

- Investors shall use the machine shift rates issued by the Ministry of National Defense to determine the machine shift rates in the implementation of bomb and mine clearance. In cases where the types of machinery and construction equipment are not issued or have been issued but are not suitable for usage requirements and construction conditions, the investor shall cooperate with the consulting survey unit and the construction unit to organize the establishment of machine shift rates according to the principles and methods of determining machine shift rates as stipulated in this Circular for each project and send it to the appraisal authority.

- In case construction equipment needs to be rented, the unit estimating the cost shall be responsible for proposing machine shift rates, leased equipment according to the principles and methods of determining machine shift rates stipulated in this Circular, to formulate estimates and ensure the completeness and accuracy of the documentation submitted to the investor and the competent approving authority.
